## FY 2025-2027 State/Territory CCDF Plans As required by CCDBG, the CCDF Plan includes a description of how a State/Territory CCDF Lead Agency implements the CCDF program and serves as the Lead Agency’s application for a three-year cycle of CCDF funds and is the primary mechanism OCC uses to determine Lead Agency compliance with the requirements of the statute and regulations.
