To provide Supplemental Nutrition Assistance Program Employment and Training services The department, through its Economic Assistance and Employment Services Division, is seeking proposals from qualified responders to provide Supplemental Nutrition Assistance Employment and Training (SNAP E&T) services.

Minnesota’s SNAP E&T program is intended for Minnesotans with low incomes to have clear pathways in developing marketable and in-demand skills, leading to career advancement and self-sufficiency. Through strong partnerships, the mission is to help Minnesotans fully utilize their SNAP benefits, gain the essential skills needed for gainful employment and successfully transition off public assistance. Learn more about RFP to provide SNAP E&T services To become trained and certified to assess placement of children The Minnesota Department of Children, Youth, and Families, through its Child Safety and Permanency Administration, is seeking applications from qualified Responders to become trained and certified Qualified Individuals (QIs).

QIs complete assessments for the placement of children in a Qualified Residential Treatment Program (QRTP) and determine the least restrictive environment appropriate for the child and their needs. The department seeks individuals to join a pool of Qualified Individuals tasked with conducting QRTP assessments.

As contracted QIs are expected to maintain independence, they cannot be employed by or affiliated with child welfare placing agencies (county or Tribal), residential treatment facilities or private placing agencies. They are also precluded from involvement in making placement decisions for children in the child welfare system, including acting as foster parents or guardians ad litem. RFP term: The term of the initial grant period is anticipated to be from July 1, 2026, to June 30, 2027, with the possibility of extending to June 30, 2028. During the transition to DCYF (July 2024-July 2025), RFPs and supporting documents may have old agency logos and information. Contract expectations and evaluation Below is a list of expectations the vendor/grantee will need to meet to have a successful contract. The vendor/grantee will be evaluated on the following items at the close of their contract. This evaluation may affect future contracting opportunities.
