Learn more about future RFP To become trained and certified to assess placement of children The Minnesota Department of Children, Youth, and Families, through its Child Safety and Permanency Administration, is seeking applications from qualified Responders to become trained and certified Qualified Individuals (QIs).
QIs complete assessments for the placement of children in a Qualified Residential Treatment Program (QRTP) and determine the least restrictive environment appropriate for the child and their needs. The department seeks individuals to join a pool of Qualified Individuals tasked with conducting QRTP assessments.
As contracted QIs are expected to maintain independence, they cannot be employed by or affiliated with child welfare placing agencies (county or Tribal), residential treatment facilities or private placing agencies. They are also precluded from involvement in making placement decisions for children in the child welfare system, including acting as foster parents or guardians ad litem. Due: Solicitation is ongoing.
Applications accepted as long as funding is available. RFP term: The term of the initial grant period is anticipated to be from July 1, 2026, to June 30, 2027, with the possibility of extending to June 30, 2028. Potential responders should carefully review all document requirements when considering an RFP or RFI opportunity. During the transition to DCYF (July 2024-July 2025), RFPs and supporting documents may have old agency logos and information. Contact the person or division listed in the RFP or RFI with any questions about the particular opportunity or for more program-related information.
Contract expectations and evaluation Below is a list of expectations the vendor/grantee will need to meet to have a successful contract. The vendor/grantee will be evaluated on the following items at the close of their contract. This evaluation may affect future contracting opportunities.
Timely submission of payment requests/invoices for appropriate costs, which are consistent with contract budget For administrative expenses, the use of either an approved Federal indirect cost rate, an approved negotiated indirect cost rate with the State, or the standard rate of 10% Compliance with audit requirements Compliance and timeliness with programmatic reporting requirements Clear and responsive communication regarding questions, concerns, and changes to work plan or budget Specific statement of proposed measurables and deliverables Accomplishment of contract objectives, project goals, and deliverables Learn more about how to become a grant reviewer for DCYF.
