Housing Programs Division - City of Columbia Missouri Housing Programs Division The Housing Programs Division develops City-wide plans and goals for the implementation of federal and local resources dedicated to meeting affordable housing and community development needs. Provide grant administration and compliance for CDBG, HOME and local funds.
Oversee grant processes supporting City departments, housing developers and social service organizations. Operate internal affordable housing programs .
Internal Affordable Housing Programs Homeownership Assistance Program Home Rehab & Energy Efficiency Program Acquisition & Demolition Program Columbia Community Land Trust Housing Programs Division – Administrative Guidelines opens PDF file Request for Proposal: FY 2027 Community Development Block Grant and HOME Funds The City of Columbia anticipates receiving approximately $1,000,000 in FY 2027 Community Development Block Grant (CDBG) funds and $500,000 in FY 2027 HOME funding from the Department of Housing and Urban Development (HUD) available during 2027.
These funds will be provided for CDBG and HOME eligible activities identified in the 2025-2029 Consolidated Plan. An informational session for any interested individuals or organizations was held in City of Columbia, City Hall, 701 E. Broadway, on March 11, 2026.
Attendance at the informational session is not a requirement to receive funds. The Request for Proposal period opens on March 25, 2026. The deadline for the required letter of intent is April 8, 2026, at 11:59 p.

m. Late proposals will not be accepted. CDBG funds primarily benefit low to moderate-income households, and can be used for affordable housing, public service activities, community facilities and neighborhood infrastructure.
Eligible HOME activities include: new construction for homeownership, or for rental occupancy by households with special needs, tenant-based rental assistance (TBRA), and rehabilitation for homeownership or rental occupancy. All HOME-assisted housing must benefit lower-income households.
Staff will review project eligibility; the Housing and Community Development Commission (HCDC) will review criteria, application submission procedures, and project implementation and requirements. Broadway.
The City Development Block Grant (CDBG) and $400,000 in HOME Investment Partnerships estimates that it will receive approximately $1,000,000 in Community Program (HOME) funds in FY 2027. The purpose of this hearing is to receive citizen input in identifying housing and community development needs within the community.
Any comments received at the hearing or during the comment period will be considered by the Housing and Community Development Commission (HCDC). Members of the community are encouraged to come and provide public comment regarding our community’s priority housing and community development needs.
