Clean Mobility Program | NYSERDA Pick a topic, get updates! Clean mobility refers to transportation options and systems that help reduce environmental impact, while improving access and equity. This includes zero-emission solutions such as shared electric vehicles, micromobility options like e-bikes and scooters, and improved public transit.
NYSERDA advances clean mobility as part of New York State’s broader commitment to improve affordability and curtail greenhouse gas emissions. Through the Program Opportunity Notice (PON) 5739, NYSERDA supports community-led projects that deploy shared, electric, and zero-emission transportation options, particularly in underserved and disadvantaged communities.
Increasing Access to Zero-Emission, Shared Transportation Options in New York’s Underserved Communities In June 2024, NYSERDA’s Clean Mobility Program PON 5739 was launched to improve zero-emission connections to public transportation and showcase innovative shared transportation options through planning and demonstration projects.
Funding is prioritized for projects that help overcome persistent transportation challenges, especially in underserved communities, by increasing access to affordable, sustainable modes of transportation.
Under PON 5739, the Clean Mobility Program consists of Planning and Demonstration Tracks that provide technical assistance and implementation funding to local governments, transit operators, community-based organizations, and local employers or groups of employers with a total of at least 1,000 employees in the community they intend to serve. These groups are collectively referred to as “Eligible Entities.
” Applicants applied for funding over two rounds and could submit one (1) proposal per funding track (Planning or Demonstration). In Round 1, Eligible Entities could apply for Planning and Demonstration Track funding. The application period for both tracks closed in August 2024, and awarded Planning Track projects were completed in summer and fall 2025.
Awarded Demonstration Track projects are still underway. Round 2 closed on September 25, 2025 and was limited to Demonstration Track projects. This round provided an opportunity for applicants who completed a planning project in Round 1 to implement their mobility solutions, though it was not a requirement to apply.
Applicants could only submit one (1) proposal in Round 2.
Eligible planning and demonstration projects include, but are not limited to, the following clean mobility technologies: Clean Mobility Program Eligibility View List of Eligible Vehicles View List of Eligible Vehicles Hide List of Eligible Vehicles Hide List of Eligible Vehicles EV Rideshare and On-Demand Services Charging Hubs for E-Bikes, E-Scooters and Light-Duty Electric Vehicles Planning Track projects help assess community needs and identify clean mobility solutions for future implementation.

Information about Round 1 awards can be found below: Round 2 of the Demonstration Track closed on September 25, 2025. Awards for Round 2 are expected to be announced later in 2026.
