Clean Vessel Act Grants (CVA) is sponsored by Minnesota Department of Natural Resources (DNR). Land and Water Conservation Fund Conservation Partners Legacy Rural fire department assistance Clean Vessel Act Grants (CVA) This program was created by the United States Clean Vessel Act of 1992 to evaluate the existing conditions of sanitary disposal for boaters and to provide financial assistance for the improvement of marina sanitation facilities where they are needed. Note: The DNR is not accepting CVA applications at this time.

Attention Grantees and Applicants: The Requirements for DNR grantees clarifies existing State of Minnesota grant policies. Since these policies have been in effect for some time, this clarifying document applies immediately. According to Minnesota Statutes 16B.

97 , all state agencies must comply with the state’s grant policies, so these policies apply to the DNR and all the grants we make, with exceptions that are noted in the document. DNR grant contract agreements include compliance with State of Minnesota grant policies as a requirement. Grantees must follow the requirements DNR grantees AND the requirements in their specific grant program’s manual and contract agreement.

In case of any conflicts between the attached document, the grant’s program manual, and the contract agreement, the stricter document will control. All CVA Grant Application grant applicants (both private businesses and government entities) must be a legal owner of the property and also be registered with the Minnesota Secretary of State.

Recipients must include the requirements in this section of all contracts and purchase orders for work or products under this program. Priority is given to areas where there are inadequate pump-out facilities and where there are significant potential users.
