Clean Water State Revolving Fund (CWSRF) Integrated Management Plan Grants Under the Clean Water State Revolving Fund (CWSRF) program, the department provides Integrated Management Plan Grants to small and medium communities for developing integrated management plans.

These plans identify and prioritize existing and future investments for municipal wastewater and stormwater management, and may include drinking water management, in a manner that is affordable to ratepayers. Funding is provided by the CWSRF fund , capitalization grant additional subsidization allocation. Funding is offered through a competitive, annual funding cycle.

Eligible applicants include municipalities, counties, public sewer or water districts, political subdivision or instrumentalities of the state that: Operate a permitted wastewater treatment facility that serves a population less than 20,000 Own or operate a Municipal Separate Storm Sewer System (MS4) or has significant stormwater challenges (unrelated to inflow and infiltration) that require capital planning In order to be eligible, the applicant must: Have no outstanding fees due to the department Have no prior integrated management plan Agree to make a good faith effort to pursue recommendations contained in the approved integrated management plan Eligible Projects and Costs Grant funds provide reimbursement of eligible expenses for services provided during the project’s budget period.

Projects the applicant already started or previously completed are not eligible for reimbursement. Eligible costs include contracted professional services directly attributable to developing an integrated management plan consistent with both EPA’s and department’s frameworks, associated laws and implementing regulations.

For additional information, visit the department's State Revolving Fund Plans and Reports webpage and review Appendix 8 of the most current CWSRF Intended Use Plan. Qualifying eligible communities may receive an 80% grant, not to exceed a maximum amount of $80,000, with a 20% recipient match.

Qualifying communities meeting affordability criteria may receive up to 100% of the eligible plan development costs, not to exceed a maximum amount of $100,000. Communities may use the Clean Water State Revolving Fund Grant Eligibility Evaluation Form MO 780-2854 to determine if they meet the affordability criteria.

The department accepts CWSRF Integrated Management Plan Grant applications throughout the year; however, only the applications received or postmarked by March 1 are considered during the current year's grant cycle. Applications received or postmarked after March 1 are not considered until the following year, assuming funds are available.
