The U.S. EPA's Climate Pollution Reduction Grants (CPRG) program is a $5 billion investment over 4 years to provide states, metropolitan statistical areas, Tribal Nations, and territories with resources to develop and implement projects that reduce greenhouse gas emissions and other harmful air pollution. Identifying Wisconsin's Climate Priorities The Wisconsin Office of Sustainability and Clean Energy (OSCE) received a $3 million planning grant from the EPA to lead the development of a Priority Climate Action Plan (by March 1, 2024), a Comprehensive Climate Action Plan (by mid-2025), and a Status Report (by mid-2027).
The Priority Climate Action Plan (PCAP) will leverage previous state efforts ( Wisconsin's Clean Energy Plan , Governor's Task Force on Climate Change ) as well as Tribal climate plans and Local government climate plans to identify actionable, impactful, and equitable strategies for emissions reductions in the state.
OSCE will also conduct extensive stakeholder engagement, with a focus on historically disadvantaged communities, to ensure that priorities and projects represented in the PCAP are beneficial to all Wisconsinites. This plan will cover the entire state, enabling eligible entities within Wisconsin to apply for competitive funding to implement projects that reduce greenhouse gas emissions.
To be eligible for funding, implementation activities must be described in the PCAP. EPA will release additional guidance regarding implementation grants in Fall 2024.
September 2023 - February 2024: Develop Wisconsin's Priority Climate Action Plan March 1, 2024: OSCE submitted Wisconsin's Priority Climate Action Plan to EPA April 2024 - April 2025: Develop Wisconsin's Comprehensive Climate Action Plan May 2025: OSCE to submit Wisconsin's Comprehensive Climate Action Plan to EPA April 1, 2024: OSCE submitted a CPRG Implementation Grant.
