The Climate Ready Housing program is a state-funded opportunity created through the 2021 Economic Development Bond Bill and expanded through the 2024 Affordable Homes Act to support retrofits that achieve deep reductions in energy use and carbon emissions in existing multifamily affordable housing.
Annual funding ($16 million) will be leveraged competitively to support 10-15 highly rated projects that represent achievable and replicable approaches (as outlined below). Massachusetts Housing Partnership (MHP) and MassHousing administer the program on behalf of the Executive Office of Housing and Livable Communities (EOHLC). MHP and MassHousing have engaged LISC to further assist with program execution.
Deep Energy Retrofit (DER) – This approach assumes a comprehensive scope of work that includes extensive improvements to the building envelope that significantly reduce building energy load (by at least 50% before consideration of renewable energy) and carbon emissions. The building envelope work is leveraged to allow for cost-effective electrification of the building’s HVAC system.
Ventilation strategies that achieve healthy indoor air quality are required. If domestic hot water electrification is not included in the rehabilitation project, the team should provide a schedule for the planned transition of that system to an electrified fuel source.
Renewable energy systems and strategies to address climate resilience (backup/emergency power, etc.) and embodied carbon are maximized and integrated into the project’s capital approach.
Zero Carbon Emissions Over Time (ZOT) – This approach assumes a less significant immediate rehabilitation intervention than is represented in the DER approach outlined above but reflects thoughtful planning on the part of the project team to capture short-term opportunities at the development as an important piece of a long-term, deliberate plan to achieve zero carbon emissions by 2050.
Careful attention should be paid to how the short-term improvements from the proposed project will facilitate additional improvements scheduled over time between now and 2050 to achieve the desired emissions, comfort, and indoor air quality outcomes. A reasonable timeline and sources of funding for implementation of those longer-term measures, including replacement reserves for End of Useful Life (EUL), should be detailed.
In either pathway, teams must specifically address how they will maintain affordability of utility costs (including tenant costs) within the context of planned electrification of their HVAC systems. Program funds may support the following uses: Unfinanced incremental costs attributable to the DER or ZOT solution.
Additional reimbursable costs may include DER or ZOT analysis, integrated design meetings, and climate resiliency assessment. The Climate Ready Housing program is available for public, nonprofit, and for-profit multifamily affordable housing sponsors. At least 25% of housing units in the assisted development must have incomes at or below 60% of area median income (AMI).
We are prioritizing projects designed to achieve a site Energy Use Intensity (EUI) of 30-35 kBtu/SF/year or less and an air tightness maximum of 0. 12 CFM50/SF (whole building metric).
The DER design solution or the ZOT implementation plan must include the following: Substantial envelope improvements to minimize heating and cooling demands; Heat pump-based technology for space heating and cooling; Energy or heat recovery ventilation technology; Plan for electrification of domestic hot water systems (strongly encouraged); Plan for electrification of cooking appliances; Maximization of renewable energy systems and integration into project’s capital approach; and Serious consideration of material decisions related to embodied carbon.

Specifically, view the ZOT Audit Protocol and the Making It Happen roadmap for detailed guidance. Each sponsor is limited to submission of one project per Climate Ready Housing funding round. If a project includes a partnership of sponsors, each sponsor in that partnership should confirm that they do not own more than 150% of all of their submitted projects combined.
Brief definition of a "Decarbonization Assessment" : A Decarbonization Assessment follows the basic parameters of an ASHRAE II energy audit, but also includes an assessment of the property’s current carbon emissions profile and makes recommendations related to the least-first-cost pathway to zero operating emissions by 2050 that maintains or reduces current operating cost level and avoids building durability and resident comfort risks.
These recommendations may include measures to be implemented immediately, and/or to be implemented over time to achieve that goal. A Capital Needs Assessment or Physical Conditions Assessment focused on decarbonization that includes the components outlined above in the definition of a Decarbonization Assessment will be considered equivalent. Additional details are provided in the Notice of Funding Availability (NOFA) document above.
