The Washington State Legislature appropriated funds to WSDA for this grant program to make it easier and more affordable for producers to provide public benefits from their private lands, specifically through reduced greenhouse gas (GHG) emissions and improved soil, air, and water quality.

WSDA will also use data collected through this program to better understand how agricultural equipment choices affect GHG emissions and to help fill knowledge gaps about agriculture's potential role in climate mitigation. This program is supported with funding from Washington's Climate Commitment Act.

The CCA supports Washington's climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Learn more at www. climate.

wa. gov . All commercial farming operations in Washington State are eligible to apply for this grant.

Entities may attest that they are a “commercial farm operation” if they meet the definition for "farm" provided by USDA as “any place from which $1,000 or more of agricultural products were produced and sold, or normally would have been sold, during the year.

” For the purposes of this program, eligible operations include agricultural, silvicultural, aquacultural, livestock, poultry, apiary, and plant or animal production for nonfood uses. Farms of all sizes are encouraged to apply. Each farming operation/business may submit one application per fiscal year.

If one individual owns multiple distinct farming operations, each may apply separately. Note: Conservation districts and other public entities may provide application support, but farms must apply individually. Up to $4.

3 million is available on a first-come, first-served basis for Fiscal Year 2026. This is a reimbursement grant. Awardees will purchase equipment first, then submit documentation to receive reimbursement.

75% of eligible equipment and delivery costs, up to a maximum of $200,000 per farm per year.

85% of eligible equipment and delivery costs, up to $200,000, for applicants who qualify under one or more of the following: Gross Cash Farm Income (GCFI) of less than $350,000 annually Citizens or business entities of a Federally Recognized Tribe Operations primarily located within a census tract ranked 9 or 10 for environmental exposures (see Environmental Health Disparities Map tool ).

Applicants self-certify eligibility for the enhanced rate during the application process. WSDA reimburses (standard) WSDA reimburses (enhanced) Eligible and Ineligible Costs Funds may be applied toward the purchase cost of equipment used in on-farm production and delivery fees.

Eligible equipment includes: Items that directly decrease greenhouse gas emissions during production, or increase soil or vegetative carbon storage, including equipment with established GHG reduction estimates recognized by USDA. Examples include, but are not limited to: No-till drills, electric tractors, compost spreaders, electric pumps, and GPS precision ag equipment.

Equipment supporting innovative or emerging practices with scientific evidence of GHG reduction potential, even if not yet represented in USDA models (applicants requesting these items are more competitive when supporting citations and literature are submitted). Delivery costs associated with eligible equipment.

The following are not eligible for reimbursement: Equipment used exclusively for post-harvest practices such as processing, packing, or transportation. Electric or hybrid trucks. Professional services or labor (e.g., agronomists, planners, mechanics).

Site development costs (e.g., engineering, permitting). Subscription-based services or equipment. Small hand tools, parts, or materials that are secondary to the primary equipment being requested.

Items determined through internal review to lack sufficient evidence for greenhouse gas reduction potential. All equipment must be paid for and received on-farm by June 1, 2027. Proof-of-purchase must be submitted to WSDA by the same date.

For a non-exhaustive list of the types of equipment WSDA expects to fund, see the Potentially Eligible Equipment List and Review Criteria document. The presence of a piece of equipment on this list does not guarantee its being selected for reimbursement, as additional review will be required for every proposal. The absence of a piece of equipment does not mean it cannot be funded.

Applicants should be prepared to answer questions about the use of the equipment and its direct greenhouse gas emissions reduction potential, providing quantitative values and literature sources where available. Potentially Eligible Equipment List and Review Criteria Grant Process Overview and Timeline Participating in this program involves two main phases: the eligibility application and the reimbursement request.

Here is what to expect at each step. Prepare before applications open by taking steps that can cause delays if left to the last minute: Register for a Washington Statewide Vendor (SWV) number at OFM's vendor registration page. This typically takes 3–5 business days and must be completed before you can submit.

Click here to register . Obtain a quote from your equipment vendor that includes dealer contact information, the equipment make and model, delivery fees (if applicable), and the total cost. An online submission portal will be available on this webpage beginning September 4 at 8:00 a.

m. PT. All applicants will be required to create a profile, answer questions, and submit their application through the online portal.

The application gathers information about your farm, your proposed equipment purchase, and your estimated budget. You will need to attach your vendor quote. Applications are reviewed in the order received once the application period is over.

Your application is reviewed After review, you will receive one of the following status notifications: Conditionally Approved: Your application meets eligibility criteria; a grant agreement will follow. Denied: Your application does not meet eligibility criteria; the notification will explain why.

Standby: Funding capacity has been reached, but your application is retained in case space opens. Successful applicants: Sign the grant agreement Conditionally approved applicants will receive a grant agreement contract from WSDA. This must be signed and returned within 30 days of receipt.

Applications are evaluated on the following criteria to determine eligibility: The operation is a commercial farming operation as defined by USDA criteria as an operation that normally produces or sells at least $1,000 in agricultural products per year.

​The farm is located in Washington State. The UBI (Uniform Business Identifier) can be verified through the Washington Department of Revenue. Contact and business information is complete and reasonable.

​The proposed equipment is determined eligible through an internal review protocol. ​The application includes a vendor quote supporting the proposed purchase. The applicant confirms the equipment can be purchased and received on-farm by June 1, 2027.

Minor clerical or typographical errors may be waived at WSDA's discretion where doing so does not compromise fair and equal evaluation of applications. Reimbursement, Reporting, and Record Keeping This is a reimbursement program. WSDA does not pay vendors directly.

Approved applicants purchase equipment using their own funds, then submit documentation to receive reimbursement. Farms must be registered in the Washington Statewide Vendor/Payee System to receive payment. Only one reimbursement application may be submitted per farm per fiscal year.

Reimbursement forms and signed invoices must be returned by June 1, 2027. WSDA will reimburse only for costs actually paid within the grant agreement period; partial payments on equipment not yet fully paid off will be reimbursed for the amount paid to date. WSDA will process approved reimbursements within 30 days of receiving a complete, signed invoice.

WSDA is required to report program outcomes to the Washington State Legislature annually. Participating farms may receive a copy of relevant reporting documents. Program data, including application information, is subject to public disclosure under Washington's Public Records Act.

Applicants are responsible for maintaining documentation of all eligible purchases, including receipts and proof of delivery, for the duration of their participation in the program. WSDA may request documentation at any time during the grant period. The application process is designed to be straightforward.

You may be eligible for a low-interest loan from our partners to help you purchase the equipment: Contact your USDA Farm Service Agency county office to learn about eligibility for their Farm Operating Loans Contact Spokane CD if you are operating east of the Columbia River and interested in no-till or direct seed systems Tilth Alliance has created the Tilth Alliance Bridge Fund to expand access to the Climate Smart Farm Equipment Grant (CSFEG) to farmers who may face financial barriers to making upfront equipment purchases.

Bridge Funds will be available for equipment purchases up to $100,000. If you are interested in applying for the Climate Smart Equipment Grant but the reimbursement structure presents a challenge, we encourage you to apply now. CSFEG applications are reviewed and awarded on a first-come first-served basis.

2026. Frequently Asked Questions Q: Can I apply if I own multiple farms? A: Yes.

Each farming operation (business entity) may apply individually, even if owned by the same person. Q: Can a conservation district apply on my behalf? A: No. Each farm must apply directly.

However, a conservation district may assist you with the application process in a support or clerical role. Q: What if I'm on leased land? A: You are welcome to submit an application.

All grant agreement terms still apply. Q: When do I need to purchase my equipment? A: You must apply before purchasing equipment.

Equipment must be purchased, paid for in full, and received on-farm by June 1, 2027. Q: Can I get reimbursed if I'm making payments on the equipment? A: WSDA can reimburse only for payments actually made within the grant agreement period.

If the equipment is not fully paid off by the fiscal year deadline, only the amount paid to date is eligible. Q: What if I miss the reimbursement deadline? A: Contact WSDA as soon as possible.

Limited extensions may be granted for documented administrative reasons, but cannot extend beyond one business week before the end of the fiscal year. Q: What kinds of operations are eligible for this grant? Q: Is used equipment eligible?

A: Used equipment is eligible, however, must be applied for with an official vendor quote and in compliance with conflict-of-interest requirements in our grant agreement contract (under the “Program Forms and Materials” tab of our website). Q: Can applicants apply for grants to purchase a partial interest in equipment? A: No. Grants must be used to reimburse the purchase of eligible equipment.

2026. Q: If I live in another state, or if my business is registered in another state, can I still apply? A: All applicants must farm land within Washington State, and have a registered Washington Business License (UBI) to apply.
