Coastal Management Program (CMP) Grant Cycle 32 (NOAA-funded and GOMESA-funded projects) is sponsored by Texas General Land Office (administered with NOAA and GOMESA funding). The CMP supports coastal resiliency by funding projects that protect, restore, and enhance Texas' coastal natural resources.

Texas Coastal Management Program Grant Application The Commissioner of the Texas General Land Office is soliciting applications for projects that address environmental concerns and promote economic development within the Texas coastal zone.

The Coastal Management Program (CMP) Grant Cycle 32 involves a competitive application process for applicants applying for either NOAA-funded or Gulf of Mexico Energy Security Act (GOMESA) funded projects. Important Submittal Dates CMP will begin accepting applications for Cycle 32 on March 1, 2026. Applications for NOAA-funded and GOMESA-funded projects will be due by 5:00 p.

m. on June 3, 2026. To be considered for funding, applications must be submitted electronically in the online application portal.

If a project is selected to move forward to development, the applicant will receive a conditional Intent to Fund notification in August 2026. The applicant will then be responsible for providing all required supporting documentation by November 11, 2026. If the applicant and CMP staff can successfully agree on a project scope, the applicant will receive a Final Funding Confirmation notice in early 2027.

The attorney title opinions (ATO) must be provided by November 11, 2026. New ATOs are required each grant cycle and must be signed within a year of the submission date to the GLO. Certificate of Consistency This document is required for NOAA-funded 306A projects and GOMESA-funded construction/land acquisition projects that receive a conditional Intent to Fund notification for Cycle 32.

The certificate of consistency form must be provided by November 11, 2026. This document certifies that the project is consistent with the goals and policies of the Texas Coastal Management Program. Coastal Management Program Grantee Includes the necessary forms and instructions to assist with the contract requirements.

This includes forms for reimbursement requests, budget amendments, timesheets, equipment usage, volunteer hours, and the final budget report. Sub-recipients must submit a progress report according to the terms of their contract. Grantees expending (spending/reimbursed) federal funds totaling $750,000 or more in a fiscal year are required to submit this form.

CEPRA Coastal Resources Funding Application Guidance Document Cycle 1 4 Provides an overview of CEPRA project requirements, the application process, general instructions for completing the Coastal Resources Funding Application and guidance on how the application will be evaluated for consideration. Applications for CEPRA are due by 5:00pm (CST) on May 1, 2025.

CMP and CEPRA Application Portal This portal must be used to apply for all CMP and CEPRA projects. This portal includes the CEPRA application, the CMP NOAA project application, and the CMP GOMESA project application. Applications must be completed in their entirety to be considered for funding.
