Building Envelope Measures We provide cash rebates and incentives for energy efficiency projects.
This way your business can afford state-of-the art equipment that improves operations and saves energy and money. This step makes your building more marketable and enhances your brand’s image as a sustainability leader. Plus, it ensures you’re up to code with local laws.
Get a fixed incentive rate for installing energy efficient equipment. - Heating, Ventilation, and Air Conditioning (HVAC) Install custom projects to get incentives based on the amount of energy (kWh or therms) you save each year.
- Building Management System Upgrades and Controls - Chiller Plant Optimization - Demand Controlled Ventilation * Rates can be found in the Program Manual Buildings in Southeast Queens can access an additional $2,000 per kW to cover up to 100% of the installation cost of eligible equipment upgrades. Building Automation Systems & Controls Project cost cap increased to 70% ≤2 inches and >2–8 inches: additional $2 per linear foot 8–16 inches and custom projects: additional $2 per therm saved Submit your project application package between May 1, 2026 – September 30, 2026. Complete installation and submit required documents by September 30, 2026. Pass inspection must receive a pass or cured result by October 31, 2026.
Participating contractors and customers are capped at $500K in total bonus incentives. Incentives are first come , first served and subject to available program funding . Incentives are not guaranteed until a Preliminary Incentive Offer Letter (PIOL) is issued.

Review the Gas Bonus Incentives factsheet Customers with a Con Edison commercial electric account averaging over 100 kW peak demand on a rolling 12-month basis, excluding multifamily buildings. Customers with Con Edison commercial gas accounts, except those with a service class of SC-14 or receiving service via a negotiated contract.
Customers that have a Con Edison electric account, an active Con Edison steam service, and are saving both Con Edison electric energy and Con Edison steam energy. Fuel Oil Savings Measures Customers with an eligible Con Edison electric account that can provide proof of their annual fuel oil usage, proof of purchase, and are saving both Con Edison electric energy and fuel oil.
View the Program Manual for a full list of eligibility requirements Building Envelope Measures Eligibility criteria: Includes window replacement, installation of secondary window systems, exterior wall and roof insulation, or other upgrades to existing building envelope that reduce energy losses.
Applicants should submit installation photos at project completion for all envelope insulation and air sealing projects (e.g. wall insulation). Photo documentation must meet the following requirements: All photos must be clear with readable labels (E.g. Thickness Measurement of Insulation) All photos must be date and time-stamped Photos must show insulation type, thickness, R-value and proper installation.
Photos showing thickness measurements must show the item being measured by the proper measurement tool (measuring tape, depth gauge, etc). Include an overview photo showing insulation location (interior, exterior, etc). Please complete installation and submit the required paperwork by October 15, 2026.

Building Electrification and Clean Energy Technology Learn about heat pumps, smart heating systems, and incentives that can lower costs and energy use. The project will be considered ‘Committed’ once an NTP is issued. Your Business Development Manager will notify you via e-mail once your project is Committed. If budget runs out ahead of November 3, 2025, the Participating Contractor network will be notified and no new applications will be accepted.
