FMCSA Discretionary Grants Toolkit Grants Management Training Funded through the CMVOST Grant Program Eligibility: Entities that provide commercial motor vehicle (CMV) operator safety training.

Educational institutions accredited by an accreditation agency recognized by the U.S. Department of Education (DOE) will be considered for funding.

FMCSA will also consider applicants from non-accredited institutions that meet the following criteria: Approved by the U.S. Department of Labor (DOL) as an eligible training provider; Accepts Workforce Innovation and Opportunity Act (WIOA) grants; and Approved by the State Approving Agencies (SAAs) and the U.S. Veterans Administration (VA) to accept VA benefits.

Applicants may include public or private colleges, universities, vocational-technical schools, post-secondary educational institutions, truck driver training schools, associations and State and local governments, including federally recognized Native American Tribal governments, which support CMVOST training activities.

All applicants must be in compliance with the Entry-Level Driver Training (ELDT) regulations and listed on FMCSA's Training Provider Registry . Individuals are not eligible for the CMVOST grant. The Commercial Motor Vehicle Operator Safety Training (CMVOST) discretionary (competitive) grant program seeks to reduce the severity and number of crashes on our Nation’s roads involving CMVs by expanding the number of commercial driver’s license (CDL) holders possessing enhanced operator safety training.

The priority set by Congress is to assist entities that recruit and train current or former members of the U.S. Armed Forces, including the National Guard and Reservists, and their spouses in obtaining a CDL. Applicants will be required to complete: Standard Form (SF) 424, SF-424A, SF-424B, and SF-LLL Disclosure of Lobbying Activities (if applicable); Grants. gov Lobbying Form; Key Contacts Form; Project Plan; Budget Narrative; latest Indirect Cost Rate Agreement; and an approved Standard Title VI/Non-Discrimination Program Assurance and Plan.

Additional application requirements may be indicated in the NOFO announcement, and all required forms must be completed and uploaded in Grants. gov before the closing of the NOFO. It is recommended that all potential applicants review all requirements outlined in the NOFO each year and attend a funding conference.

The funding conferences are normally held within two weeks of posting the NOFO. The CMVOST grant awards may require a cost-sharing/match-requirement of up to 15% of the total cost of the project plan approved.

Version effective December 15, 2025: FMCSA Financial Assistance Agreement Standard Terms and Conditions Grant recipients are required to monitor grant activities throughout the grant’s period of performance (POP) to ensure they are meeting their goals and fulfilling the approved project plan objectives.

The CMVOST grant awards have a POP that is the fiscal year of award plus two additional fiscal years. The fiscal year begins upon award date. All coursework, including classroom and range time, and placement services being sought for reimbursement under this award must be completed prior to the POP end date.

Recipients must submit quarterly reports, a performance progress report (PPR), and SF-425/Federal financial report (FFR) throughout the POP. Recipients can learn more about monitoring, reporting, audits, and other important aspects of managing grants in FMCSA's online Grants Management Training .
