We care about the entire community and are dedicated to helping people help themselves and each other.
The City of Fort Worth’s Community Action Partners (CAP) program serves as the Community Action Agency for Tarrant County and provides comprehensive services to economically disadvantaged individuals, families and older adults. CAP receives Community Services Block Grant (CSBG) funds and Comprehensive Energy Assistance Program (CEAP) funds and is a division of the Fort Worth Neighborhood Services Department.
Currently, we have reached the maximum capacity for accepting applications for rental assistance. If you need immediate assistance, please contact 211 for other resources. For veterans, we have assistance available for utilities, rent and mortgage for Tarrant County veterans, active military and surviving spouses.
Also, we have assistance with qualified home repairs for veterans and surviving spouses residing in Fort Worth. To receive CAP services, you must apply either online or at an in-person application event. The CAP online application opens at 9 a.
m. every other Friday through September. Online Application 2026 Schedule July 24 application - opens at 9 a.
m. The application may close quickly once capacity is reached. Apply In-Person Application Community Action Partners (CAP) hosts in‑person application events throughout the year.
Appointments are required for these events and CAP offices do not take walk‑in applications. New events will be added here as they are scheduled. Upcoming events are listed below.

Emergency Rental Assistance is designed to help eligible households experiencing a temporary financial hardship that places them at risk of eviction by providing assistance with past-due or current rent.
At this time, all funding for Emergency Rental Assistance has been exhausted. We are actively pursuing additional funding; however, we do not know when or if additional funds will become available. Please continue to check this website periodically for updates.
Water Utility Payment Assistance is currently unavailable. Currently Available Assistance Tarrant County Residents: Eligible Tarrant County residents may apply for: Case Management Services to help individuals and families achieve greater financial stability and connect with community resources (such as tuition assistance for job training or trade certification, and employment search support).

Veterans Assistance for eligible veterans residing in Tarrant County, including assistance with rent, mortgage, and utility payments.
Fort Worth (only) Veterans: Eligible veterans residing in Fort Worth (only) may apply for assistance with home modifications that improve safety, accessibility, and the ability to remain independent in their homes.

Priority is provided on a first-come, first-served basis, with top priority given to vulnerable populations such as seniors, individuals with disabilities and families with children ages 5 and under. Due to very high demand, call volume may exceed our ability to answer every call immediately.

The Community Action Partners shall advise and assist City Council in setting priorities and involving low-income citizens in the decision-making processes for program projects initiated with funding from the Texas Department of Housing and Community Affairs (TDHCA).
