Housing Information & Programs Community Development Block Grant (CDBG) Program Community Development Block Grant (CDBG) Program The Community Development Block Grant (CDBG) Program is a federal program that provides funding to cities, counties, and states to support local community development needs.
These funds help improve housing, create safe and livable neighborhoods, and expand economic opportunities—primarily for low‑ and moderate‑income residents. HUD defines low‑ and moderate‑income households as those earning 80% or less of the county’s median income.
Eligible service programs must meet at least one of three broad national objectives for the CDBG program: CDBG-funded programs must meet at least one of the following national objectives: Benefit low‑ and moderate‑income residents Prevent or eliminate slums or blight Address an urgent need that threatens the health or safety of the community and cannot be met with other resources FY 2026-27 Annual Action Plan The City of Aliso Viejo has prepared the FY 2026–2027 Annual Action Plan, which outlines the proposed use of Community Development Block Grant (CDBG) funds.
FY 2026-2027 Draft Annual Action Plan FY 2025-26 Annual Action Plan The Annual Action Plan serves the following functions: 1) a planning document and expenditure plan for the City; 2) an annual application for federal funds under HUD’s formula grant programs; 3) a strategy for the upcoming fiscal year that describes programs and projects to be undertaken to meet established goals; and 4) a basis for assessing performance.
CDBG FY25-26 Annual Action Plan 2023-2027 Consolidated Plan 2023-27 CDBG Consolidated Plan & FY 2023-24 Annual Action Plan Citizen Participation Agreement The Citizen Participation Plan provides a strategy for the City to best ensure the participation of residents in the development of the Consolidated Plan and related documents.
In addition, efforts will be made to focus on the involvement of low- and moderate-income persons, those persons living in low- and moderate-income areas, and persons receiving social services where CDBG funds are proposed to be used. The Citizen Participation Plan has been prepared in accordance with 24 CFR Parts 91, et al.
Consolidated Annual Performance & Evaluation Report (CAPER) The Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the City's progress in achieving the goals and objectives identified in the Consolidated Plan and Annual Action Plan during the reporting period. The CAPER will be available for public review from September 1 through September 15, 2026.
Following the public review period, the City Council will conduct a public meeting to consider approval of and authorize submission of the City's 2025-2026 CAPER, which reports on the expenditure of Community Development Block Grant (CDBG) funds and the accomplishments achieved during the program year.
