Applications are taken one time a year and the process is very competitive. The Community Development Bureau provides technical assistance throughout the grant process.

The use of these funds are directly associated with the creation or retention of jobs of which at least 51% must be low-and-moderate income people.

The program provides for a maximum state grant amount per project of $600,000 for cities and counties with a population greater than 3,500 people and $450,000 for cities and counties with a population under 3,500. CDBG requires that at least 51% of the persons benefited must be persons of low and moderate income as determined the U.S. Department Housing and Urban Development.
