Community Development Block Grant (CDBG) Housing Rehabilitation Program

Community Development Block Grant (CDBG) Housing Rehabilitation Program is sponsored by City of Palm Coast. Manages the Federal Community Block Grant (CDBG) to renovate homeowner housing units in need of repairs in Palm Coast. The housing rehabilitation component helps qualified families and individuals with rehabilitation and repairs to correct health and safety code deficiencies.

These programs are designed to help improve housing conditions, support long-term stability, and address community needs. Below is a brief overview of each available program.

Housing Rehabilitation Program Public Land for Affordable Housing 2026 Housing Needs Assessment Accepted Incentive Strategies 2025 Affordable Housing Advisory Committee Accepted Incentives Strategies Consistent with Federal Regulations and the City of Palm Coast Community Development Block Grant (CDBG) Program Citizens Participation Plan (CPP), the Annual Action Plan for FFY 2026 (Oct. 1, 2026, to Sept.

30, 2027) is made available for public comment for 30 days from June 25, 2026 to July 25, 2026. The proposed Consolidated Action Plan is a document to assist the City in assessing affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.

Assistance is available to low- and moderate-income households , generally defined as families earning 80% or less of the area median income . Eligibility requirements vary by program.
