Community Development Services Community Development Block Grant Community Development Block Grant The City of Idaho Falls and the Community Development Block Grant (CDBG) Program The City of Idaho Falls became an Entitlement City under the U.S. Department of Housing and Urban Development (HUD) in 2004.

This status provided the City with the opportunity to apply directly to HUD for Community Development Block Grants (CDBG) on an annual basis. Prior to receiving their entitlement status, the City submitted their initial Five Year CDBG Consolidated Plan with an implementing CDBG Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD).

Since that time, the City has submitted (3) additional and consecutive Five-Year Consolidated Plans to HUD. As of 2025, the city has participated in the CDBG Program for 22 years. The City is currently developing the 2026-2030 Five Year CDBG Consolidated Plan with the Analysis of Impediments to Fair Housing Choice , and the implementing 2026 CDBG Annual Action Plan.

The development of all CDBG Plans is estimated to take 6 months and run from April – August of 2026. Specific notices and schedules are provided in the Notifications section below. The current Five-Year Consolidated Plan ( 2021-2025 CDBG Consolidated Plan) includes the 2021-2025 Analysis of Impediments to Fair Housing Choice (AOI/FHC) as is required by HUD in accordance with 24 CFR Part 91 regarding fair housing planning.

Annual CDBG Action Plans provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used in the current plan year to address prioritized needs and specific goals identified in the 2021-2025 CDBG Consolidated Plan.

The CDBG Program is housed within the City’s’ Community Development Department under Planning and is funded by the U.S. Department of Housing and Urban Development (HUD). Approximately $420,000. 00 is allocated annually to the City of Idaho Falls to fund projects and activities that primarily benefit low and moderate income (LMI) individuals or families.

Each year the city invites non-profit housing and service provider agencies, nonprofit organizations, and city departments to submit project applications for the grant funds. The City Council considers the projects to be included in the Annual Action Plan which is submitted to HUD for final approval before projects are funded and initiated.
