The CDBG entitlement program allocates annual grants to larger cities and urban counties to develop viable communities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.
Each year, HUD awards each entitlement community a grant, calculated with a formula utilizing several objective measures of community needs, including the extent of poverty, population, housing overcrowding, age of housing and population growth lag in relationship to other metropolitan areas.
HUD awards grants to entitlement community grantees to carry out a wide range of community development activities directed toward revitalizing neighborhoods, economic development, and providing improved community facilities and services. Entitlement communities develop their own programs and funding priorities. However, grantees must give maximum feasible priority to activities which benefit low- and moderate-income persons.
The funding priorities for DuPage are outlined in the 5-year Consolidated Plan. The DuPage County Community Development Commission (CDC) was established in 1975 as a cooperative effort of DuPage municipalities and the County Board.
The primary responsibility of the CDC is to advise the County Board on the following programs: Community Development Block Grant (CDBG) Non-Profit Capital Improvements The Community Development Commission (CDC) provides Non-Profits with capital improvement opportunities of Non-Profit owned and operated public facilities serving low- and moderate-income individuals and households within DuPage County.
This grant is generally used by Non-Profits for acquisition, rehabilitation, or accessibility improvements to public facilities which operate programs benefiting CDBG eligible populations. Community Development Block Grant (CDBG) Neighborhood Investment Learn more about Community Development Block Grant (CDBG) Neighborhood Investment Emergency Solutions Grant (ESG) The ESG program focuses on five components, street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and Homeless Management Information System (HMIS).
These components were established to engage homeless individual and families living on the street, improve the number and quality of emergency shelters for homeless individuals and families, help operate shelters, provide essential services to shelter residents, rapidly re-house homeless individuals and families, and prevent families and individuals from becoming homeless.
The Community Development Commission (CDC) offers opportunities to support programs addressing ESG eligible components. These programs may be operated by non-profit organizations or the County’s Community Services Department.

Additionally, as a recipient of the above noted federal program funds, DuPage County is required to adopt a Citizen Participation Plan (CPP) setting forth the County’s policies and procedures for citizen participation. DuPage County has prepared an amendment to its Citizen Participation Plan. Amendments to the adopted CPP are proposed to align with regulatory requirements found at 24 CFR 91.

This report summarizes the accomplishments of these programs for the period of April 1, 2025, to March 31, 2026. The draft CAPER document can be viewed starting June 3, 2026, on DuPage County’s Community Development Commission website: Planning and Reporting .
A link to the 2025 CAPER has been forwarded to nonprofit agencies, public libraries, municipalities and townships throughout the DuPage County Consortium area, which includes any municipality wholly or partly in DuPage County.
For interested organizations or individuals without access to the internet, a reasonable number of free copies of the plan will be made available upon request by contacting the DuPage County Community Development Office at 630-407-6600.
