On or about Tuesday, July 28, 2026 the City of Amarillo – Community Development Department will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnership funds under Title 24 of the National Affordable Housing Act of 1990, to undertake a project known as a Community Housing Development Organization (CHDO) activity for the purpose of new construction for one single family dwelling.

The federal funds allocated for this project are $80,000, and the total cost of the project is $208,334. 50. The project is located on a vacant lot at 1110 N Monroe St, Amarillo, TX 79107.

The City of Amarillo – Community Development Department has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.

Additional project information is contained in the Environmental Review Record (ERR) on file at 808 South Buchanan Street and may be examined or copied Monday to Wednesday 8:30 A. M to 4:30 P. M.

ENVIRONMENTAL CERTIFICATION The City of Amarillo – Community Development Department certifies to the U.S. Department of Housing and Urban Development (HUD) that Jason Riddlespurger in his capacity as the Community Development Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.

The U.S. Department of Housing and Urban Development (HUD) approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Amarillo – Community Development Department to use Program funds.

The U.S. Department of Housing and Urban Development (HUD) will accept objections to its release of fund and the RE’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Amarillo – Community Development Department; (b) the City of Amarillo – Community Development Department has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the U.S. Department of Housing and Urban Development (HUD); or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

City of Amarillo Consolidated Annual Performance and Evaluation Report (CAPER) Community Development Block Grant (CDBG) The City of Amarillo Community Development Department has prepared the Consolidated Annual Performance and Evaluation Report (CAPER) for the period of October 1, 2024, through September 30, 2025.

This report summarizes the accomplishments and performance of each program in relation to the priorities and strategies established in the City’s 2020–2024 Consolidated Plan. The 2024–2025 CAPER represents the completion of the fifth and final year of the five-year Consolidated Plan.

Instructions regarding how to apply and selection criteria is explained on the attached English and Spanish public notice documents. The HCV Program (previously known as Section 8) provides rental assistance for low-income individuals and families.
