Community Development Block Grant Community Development Block Grant The Community Development Block Grant ( CDBG ) is provided by the US Department of Housing and Urban Development ( HUD ).
These funds must be used primarily to benefit low- and moderate-income persons living in the City of Frisco. Possible uses of funds include: Acquisitions or purchases of public facilities Rehabilitation of housing stock for low- and moderate-income homeowners Provision of services concerned with housing, employment, crime prevention, child care, health, drug abuse, education, fair housing, energy conservation, welfare, or recreation.
Up to 15% of the grant amount may be provided for public services. For information on the application process, please see the Grants page . The City of Frisco Community Development Division created the 5-year Consolidated Plan (2025-2029) and submitted the PY 2025 Annual Action Plan ( PDF) to the U.S. Department of Housing and Urban Development in August 2025.
The City of Frisco received notification that it will be receiving Community Development Block Grant funds from the U.S. Department of Housing and Urban Development for $774,444 for the program year 2025. The City estimates an approximate $13,000 will be earned in program income and $51,889 of previous years' funds for reallocation for a total of $839,333.
The purpose of the Community Development Block Grant Program is to support and perform activities that primarily benefit low- and moderate-income persons and prevent or eliminate slums or blight. Community Development Block Grant funds will be used for the program year 2025, from October 1, 2025, to September 30, 2026. Shown below are projects and funding for the 2025 program year.
Public Service Funding Recommendations By law, the City of Frisco can use up to 15% of its CDBG funding for public services. Organization Funding Frisco Family Services Center Funds will partially fund a Bilingual Social Worker's salary to support the FFSC BASIC program. $45,650 Samaritan Inn Funds will provide shelter and services to persons experiencing homelessness.
$29,561 Meals on Wheels Funds will provide home-delivered meals to the disabled and seniors. $35,650 Non-Public Services or Construction Funding Recommendations Organization Funding City of Frisco Owner Occupied Housing Rehabilitation This program provides low-interest rehabilitation and reconstruction loans to low-moderate income owner-occupied households.
City of Frisco Public Improvements and Infrastructure This program provides public facility and infrastructure activities to low- and moderate-income areas. $521,887 Administrative Costs – The City of Frisco will use up to 20% of its CDBG entitlement to offset the administrative costs of the CDBG program.
