Community Development Block Grant (CDBG) Program # Community Development Block Grant (CDBG) Program The City of Pensacola has drafted the 2026/2027 Annual Action Plan for Housing and Community Development for the period October 1, 2026 - September 30, 2027.
The draft Annual Plan denotes key agencies and individuals participating in the planning process and identifies the City’s 2026/2027 Annual Action Plan for the utilization of Community Development Block Grant (CDBG) funding to address housing and community development needs.
The major priorities include: rehabilitation of homeowner occupied substandard housing units for families with incomes between 0-80% of the area median income; homebuyer assistance; public service activities addressing needs of elderly and/or low income households; and targeted community development public improvement priorities.
Activities are generally available to assist eligible lower income persons in varying capacities and financial levels to the extent that such availability is not limited by Federal or State Regulations and/or financial resources. A PUBLIC HEARING is being sponsored to afford citizens the opportunity to review, comment and/or provide input regarding the content of this Notice and/or the draft 2026 Annual Plan.
The hearing will be held at 3:00 P. M. (CST) on June 16, 2026, at Pensacola City Hall, Vince Whibbs Conference Room on the 1st Floor, at 222 W.
Main Street, Pensacola, Florida. All interested citizens are urged to attend and participate. Written comments or input regarding the Plan, local housing needs or priorities will be accepted through July 7, 2026, and may be submitted to: City of Pensacola Housing Department, P.

A copy of the Draft FY 2026-2027 CDBG Annual Action Plan here. ## CDBG Plans and Reports The HUD consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from HUD formula block grant programs.
The Consolidated Plan, which has a duration of five years, describes housing and community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing market conditions, and available resources. com/DocumentCenter/View/22952/) The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan.
Grantees annually report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER). * CDBG Program Plans and Reports A citizen participation plan was developed in coordination with Escambia and Santa Rosa Counties that outlines the policies and procedures for citizen participation in the development of HUD consolidated plans, annual action plans, and the CAPER.
