Community Development Block Grant (CDBG) Community Development Block Grant (CDBG) This program, funded through the Department of Housing and Urban Development ( HUD ) provides assistance to the county’s townships and boroughs, non-profit organizations, and county homeowners.
The county has expended in excess of $50 million for: Assistance to human service agencies Economic development projects Projects funded by Community Development Block Grant ( CDBG ) are loosely categorized in three ways: Planning Activities - A limited amount of dollars are available to local municipalities to assist in developing codes, ordinances, and plans.
The goal of these dollars is to enable public officials and organizations to make informed decisions in areas affecting housing and community development.
Public Facility and Infrastructure Activity - The goal of these funds is to: Eliminate conditions which are detrimental to the health, safety, and public welfare in York County neighborhoods and communities principally those lived in by low and moderate income persons Eliminate slums and blight Prevent blighting influences Promote economic development Provide needed community facilities Public Services Activity - These funds assist in providing new or increased levels of service to low and moderate and middle-income households which support the economic and physical redevelopment of the County’s distressed and deteriorating neighborhoods and communities whenever no other source of funding is available.
We encourage MBE/WBE enterprises to be a part of the bid process for CDBG projects. Section 3 businesses are also encouraged to bid for jobs for CDBG projects. A Minority, Women-owned & Section 3 Businesses List (PDF) is is maintained by the York County Planning Commission (Y CPC ) and organized by topic.
CDBG funds are awarded on a Three Year Cycle, in conjunction with the Three Year Project Plan (PDF).
