Community Development Block Grant – Disaster Recovery (CDBG-DR) - PA Department of Community & Economic Development Community Development Block Grant – Disaster Recovery (CDBG-DR) The U.S. Department of Housing and Urban Development (HUD) allocated $14,620,000 to the Commonwealth via PL-118-158 to support long-term recovery efforts following the remnants of Tropical Storm Debby in 2024.
Grants will be available for federally designated disaster areas impacted by the disaster.
Housing assistance, including housing rehabilitation and housing incentives, Multi-family housing development and related activities, Infrastructure improvements, Units of local government in the four counties most impacted by the disaster: Priority will be given to projects benefitting residents in Tioga County identified as the Most Impacted and Distressed (MID) counties.
Priority will be given to projects benefitting low- and moderate-income individuals and households. Seventy percent of the grant funding must be used for activities that benefit low- and moderate-income persons. Refer to program guidelines.
