Community Development Block Grant Program - CDBG The Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs. Jefferson County CDBG funds can only be used in the Urban Counties which includes City of Edgewater, City of Golden, Town of Lakeside, Town of Morrison, City of Wheat Ridge, and Unincorporated Jefferson County.

Jefferson County elected to target CDBG funds for the development of decent, safe, and affordable housing, and contribute to the development of sustainable communities by preserving existing housing stock or promoting affordable rental or home ownership opportunities for Low-Moderate Income (LMI) families. Community Services Block Grant Program - CSBG The Community Services Block Grant (CSBG) is a federally funded block grant in the Office of Community Services, Administration for Children and Families, United States Department of Health and Human Services that provides funds to administer support services that alleviate the causes and conditions of poverty in communities.

Jefferson County receives an annual funding allocation from the State of Colorado, Department of Local Affairs through the Community Services Block Grant (CSBG) and serves as the Multi County Administrator (MCA) for Park and Teller Counties CSBG allocations. These funds are to be used to address the reduction of poverty to support individuals and families with low incomes to achieve stability and economic security.

Per the CSBG Act, CSBG program eligibility is limited to individuals who have a household income at or below the federal CSBG income eligibility limit, which varies between 125% and 200%. Jefferson County Community Development staff oversee and administers the CSBG funds to subgrantees who are local organizations to provide CSBG services and assistance within the community.

Priority needs are determined using the Community Needs Assessment, in junction with feedback from the Community Services Advisory Board (CSAB). In 2024 – 2026, the CSBG Community Needs Assessment identified housing and housing related services as the greatest need for low-income residents.

During this period, CSBG funds will be focused on programming related to obtaining stable housing, preventing eviction or foreclosure, and utility assistance services, and transportation services in Jefferson, Park and Teller Counties to address and alleviate the cause and conditions of poverty in these service areas.

CSAB members support Community Development staff by participating in the development, planning, implementation, and evaluation of the Community Services Block Grant (CSBG) program to serve low-income communities.

The Community Services Block Grant (CSBG) is a federally funded program that provides grants to alleviate the causes and conditions of poverty in communities and meeting the greatest needs in our community by focusing on federal objectives: Education and Cognitive Development Income, Infrastructure, and Asset Building Health and Social/Behavioral Development (includes Nutrition) Civic Engagement and Community Involvement Other (for example emergency management/disaster relief) Board Membership Composition Represent Low-Income Individuals and Families: One-third of the board membership is comprised of representatives of low-income individuals and families who reside in areas served.

Elected Officials or Their Representatives: One-third of the board membership must be elected officials, holding office at their time of selection, or their representatives. Represent Major Groups and Interests in the Community Served: One-third of board membership must be chosen from "business, industry, labor, religious, law enforcement, education, or other major groups and interests in the community served."

Membership overview and general meeting details Members must be a current Jefferson County resident (Jefferson County employees are excluded from membership). New member applications are generally open biannually or as needed in the event membership is low, during the county advisory board vacancy process. Membership terms are for 2 years with up to 4 consecutive terms.

Regular meetings are held on the third Tuesday of every month from 3:00 to 4:30 p. m. There may be some work outside of this time.

Financial assistance is provided to municipalities, other government and nonprofit agencies, private and nonprofit housing developers and other lenders to support the creation or preservation of long-term affordable housing countywide. Available funding includes loans from the HOME Investment Partnership Program and the Community Development Block Grant .

These funds are administered by Jefferson County through the HOME Consortium and the Urban County Intergovernmental Cooperation Agreement, with approval by the Board of County Commissioners.

Jefferson County housing development grants and loans are used for a variety of rental and homeownership housing activities, including: Substantial/Moderate Rehabilitation A special emphasis will be placed on projects creating Permanent Supportive Housing (PSH) for individuals and families who were once homeless and continue to be at imminent risk of homelessness.
