Housing & Community Development Division The Community Development Block Grant (CDBG) program, administered by the U.S. Department of Housing and Urban Development (HUD), is a vital federal initiative that supports the City of Cheyenne in addressing local community development needs.
Since becoming an Entitlement City in 1975, Cheyenne has directly received annual CDBG funds, which are managed by the city’s Housing & Community Development Division in compliance with HUD’s Code of Federal Regulations 24 CFR Part 570. This program offers eligible 501(c)(3) agencies a significant opportunity to apply for funding to support the city's low-income population.
The allocation process for CDBG funds ensures that all activities align with the program's national objectives and primarily benefit low- and moderate-income individuals. The City of Cheyenne's Housing & Community Development Division is committed to leveraging these resources to promote sustainable community development efforts, including housing, public improvements, and essential services for those in need.
The Annual Action Plan (AAP) is a prerequisite for receiving funds under the Community Development Block Grant (CDBG) program. pdf (PDF, 919KB) Public Notice (December 5, 2025): City of Cheyenne Announces Substantial Amendment to 2025–2027 Consolidated Plan and PY25 Annual Action Plan The City of Cheyenne’s Housing and Community Development (H&CD) Division is proposing a Substantial Amendment to its 2025–2027 Consolidated Plan and Program Year 2025 Annual Action Plan for the Community Development Block Grant (CDBG) program, funded by the U.S. Department of Housing and Urban Development (HUD).
The proposed amendment introduces a new Consolidated Plan goal: “Provide Safe, Decent, Affordable Housing. ” It also updates the PY25 Annual Action Plan to reallocate unspent and repaid CDBG funds to support: A new real property acquisition activity for future affordable housing development. A new public service activity benefitting a local food bank serving low- and moderate-income residents.
Continuing public service activities following cancellation of two previously approved projects. These updates are consistent with HUD’s national objectives and eligible CDBG activities and reflect the City’s ongoing commitment to addressing local needs for affordable housing and essential community services.
The City invites public review and comment on the proposed amendment from Monday, December 8, 2025, through Tuesday, January 6, 2026.

Members are recruited through local newspaper announcements about vacancies and direct outreach to individuals interested in supporting very low, low, and moderate-income residents in the community. If you are interested in serving, applications are reviewed by the Mayor's Office and then submitted to the City Council for approval. Appointments to the Advisory Council are for a term of two years.
Schedule: Meetings are held on the first Wednesday of each month at 4:30 PM. Location: Meeting locations may vary. Please contact Amy Gorbey, Community Development Manager, at agorbey@cheyennecity.

Communicating these needs to the City Council. Overseeing grant processes during the H&CD Office’s funding cycles. Conducting site visits and evaluations of sub-grantees throughout the year.

In addition to its responsibility for enforcing other federal statutes prohibiting discrimination in housing, HUD has a statutory responsibility under Section 504 to ensure that individuals are not subjected to discrimination on the basis of disability by any program or activity receiving HUD assistance.
Section 504 charges HUD with enforcing the right of individuals to live in federally subsidized housing free from discrimination on the basis of disability. The Habitat Repair Program coordinates critical home repairs needed to make a home safe, secure, and healthy for low-income homeowners, often elderly and/or disabled. The homeowners repay a portion of the repair cost on a schedule that is not a burden to their monthly budget. Habitat keeps costs as low as possible, using volunteer labor for projects whenever possible and asking for discounts from subcontractors when appropriate.
