Community Development Block Grant Planning Grant (Vermont) is sponsored by Vermont State Program (administered by municipalities). This state program provides funding for community development planning activities that can include equity-oriented projects such as improving access for people with disabilities. A 10% match is required.

Municipal Planning Grants The Municipal Planning Grant (MPG) program encourages and supports planning and revitalization for local municipalities in Vermont.

Awarded annually and administered by the Department of Housing and Community Development, the MPG program works to strengthen Vermont by funding local planning initiatives that support statewide planning goals. Since 1998, the MPG program has provided over $15 million to 240 cities and towns across Vermont to help breathe new life into communities, plan for future growth and development, and improve the quality of life.

See our MPG Program Annual Report for more information. Vermont Community Development Program The Vermont Community Development Program (VCDP) administers U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) funding.

Vermont’s CDBG funding assists communities on a competitive basis by providing financial and technical assistance to identify and address local needs in areas of housing, economic development, public facilities, public services, handicapped accessibility modifications. 70% of CDBG funds must primarily benefit persons of low and moderate income.

Assistance can also be provided as “Slums and Blight” or “Urgent Need” to communities that VCDP determines meet federal qualifications. Federal and state tax credits help to stimulate private investment and create jobs. They support the creation and improvement of rental housing.

Tax credits can restore buildings and jump start revitalization in Vermont communities. Successful projects range from modest renovations in small centers to multimillion-dollar downtown redevelopments. Credits are awarded to projects that improve building safety, attract new business, and create jobs.

Projects must be within a state-designated downtown or village center . Funding supports general rehabilitation and code compliance work. The program also funds flood mitigation upgrades and exterior façade improvements.

Bylaw Modernization Grants Bylaw Modernization Grants will support local zoning bylaw updates to enhance the production of affordable homes in development-ready places, confront the State’s housing crisis, and help communities become more equitable, energy-smart, and economically strong and affordable.
