The City of Bremerton is required to report annually to the Department of Housing and Urban Development (HUD) the progress made towards goals listed in its 5-year Consolidated Plan. Public review and comment on the 2025 Consolidated Annual Performance and Evaluation Report (CAPER) is welcome at this time. Comments received by May 17th will be included in the report to HUD.

The City of Bremerton is an entitlement community which receives a Community Development Block Grant (CDBG) from the federal department of Housing and Urban Development (HUD) each year.

The City also receives funding from the Home Investment Partnerships (HOME) fund via an interlocal agreement with Kitsap County. CDBG and HOME are federal grant programs from HUD that provide communities with flexible funding to address a wide range of community development needs. The City of Bremerton receives funding yearly to benefit low- and moderate-income residents, address an urgent need, or provide affordable housing.

Many local non-profits have received support from the City's CDBG funding for public service, capital/construction and housing projects. Each year, funding is awarded to local agencies and service providers who are best equipped to serve citizens in need. The allocation of these funds to the agencies takes place through a competitive grant application process each year.

To manage this, the City of Bremerton, Kitsap County, and the Kitsap Regional Coordinating Council carry out the annual Coordinated Grant Process.

The Coordinated Grant Application Process establishes policies and procedures, application requirements and schedules; works with the community to appoint citizen members to the County’s Grant Recommendation Committee and City’s Project Review Committee, and facilitates review, evaluation and recommendation of applications.

The Annual CDBG/HOME Policy Plan details the policies behind the use of Community Development Block Grant Funds and HOME Investment Partnership funds each Program Year. The plan contains details on eligible applicants, eligible activities, Federal requirements for use of funds, the allocation process and other detailed information relevant to those who would be interested in applying for these funds.
