Funding is anticipated to be available under the Community Development Block Grant (CDBG) program. The CDC is seeking public service applications addressing the housing services needs of DuPage County in areas including housing navigation, rent or mortgage assistance, case management focusing on housing support, or providing support for Tenant-Based Rental Assistance (TBRA) administration.

Funding is anticipated to be available under the Emergency Solutions Grant (ESG) Program. The CDC is seeking ESG applications to address the needs of DuPage County in the following ESG eligible components: Homelessness Prevention, Emergency Shelter, Street Outreach, or Homeless Management Information System (HMIS). The project selection process requires several steps before final approval of projects.

CDC staff review and competitively score submitted applications and prepare project funding recommendations, which are anticipated to be presented to the Community Development Executive Committee for approval, typically at the December meeting. The DuPage County Human Services Committee must then approve project recommendations as part of the Annual Action Plan.

The DuPage County Board must provide final approval, typically in February, before the CDC submits the Annual Action Plan to the U.S. Department of Housing and Urban Development (HUD) for their review and approval.

The program year covered by the Annual Action Plan begins April 1 st and runs through March 31 st , however, project funding will not be committed until HUD approves the Annual Action Plan and until the County is under agreement for funding with HUD. Administration of each awarded project is done through a Subgrantee Agreement which details program requirements.

Attendance at the mandatory pre-application informational meeting is required where information on project eligibility and the online application process will be provided. A public hearing is required for all CDBG Public Service and ESG applications and should be arranged as soon as possible.

Applicants may hold their own or arrange for a group public hearing. A Letter of Intent (LOI), submitted through the online portal, is due by 4:30 pm, August 26, 2026 .
