The CD program is flexible, offering numerous available activities, of which the most common projects are public facilities: water/wastewater infrastructure, street and drainage improvements and housing activities. The Community Development Fund is the largest fund category in the TxCDBG Program. Funding is available through a competition in each of the 24 state planning regions.

Funds are allocated to each state planning region to ensure a broad geographic distribution of projects as described in the one-year action plan.

TxCDBG Application Process and Scoring: TDA accepts CD applications every other year in a two-stage process: Community Application: The initial application containing basic information required to determine a community’s TxCDBG eligibility, confirm the Community's commitments to the program rules, and to calculate scores for competitive grants.

Project Application: Applicants whose Community Applications scored within funding range will be invited by TDA to submit a Project Application with complete project information. The most common projects are public facilities: water/wastewater infrastructure and street/sidewalk reconstruction.

All Community Development Applicants Eligible CD applicants must qualify as a non-entitlement community (i.e. NOT be identified as part of the federal CDBG entitlement program). Non-entitlement cities that are not participating in urban county programs through existing participation agreements are eligible applicants (unless the city’s population is counted towards the urban county CDBG allocation).

Non-entitlement cities are located predominately in rural areas and are cities with populations less than 50,000 thousand persons; cities that are not designated as a central city of a metropolitan statistical area; and cites that are not participating in urban county programs.

Non-entitlement counties are also predominately rural in nature and are counties that generally have fewer than 200,000 persons in the non-entitlement cities and unincorporated areas located in the county.

Additionally, eligible CD applicants must meet the following criteria: Qualify as a Unit of General Local Government (UGLG); Levy and collect a local property tax or local sales tax; and Meet Progress Thresholds for existing TxCDBG grant agreements.

If invited to the Project Application phase, applicants will identify the households benefiting from the proposed improvements and provide clear documentation as to the income status of those persons (also called beneficiaries) most commonly using either federal LMISD census data or door-to-door income surveys.

To meet the most common NPO of LMI Area benefit- the service/benefit area of the activity must be primarily residential, and benefit at least 51. 00% LMI persons (NOT 50. 99%).

The benefit area could be: • Citywide benefit: A project intended to benefit all residents of the community, or • Area Benefit: A project that is narrowly tailored to benefit a specific neighborhood or street.
