August 25, 2026 - Application Technical Assistance Session –Virtual This virtual session will provide an overview of process changes, funding eligibility and programmatic requirements to apply for funding.

This session is an opportunity to meet with staff and discuss application issues. Also, applicants can set up individual meetings with staff up until a week before the application deadline. This session will also provide training for the 2026 contracts, all recipients will be required to attend this training.

City of Duluth 2025 CAPER The City of Duluth Planning and Development Division held a 15-day comment period on its 2025 Consolidated Annual Performance and Evaluation Report (CAPER), which includes CDBG, HOME and ESG accomplishments, prior to the submission of the report to the U.S. Department of Housing and Urban Development (HUD).

The public comment period was May 30- June 16, 2026. A public hearing will be held on June 16, 2026 at 5:30 PM by the Community Development Committee in Room 430 at City Hall, located at 411 West First Street, Duluth, MN 55802. Draft CAPER report (May 30, 2026) The CAPER summarizes annual and five-year accomplishments and assesses progress toward meeting the vision in the Consolidated Plan.

Duluth’s Consolidated Plan has the following five goals: 1) Increase the number of affordable units, 2) Provide basic needs such as food and childcare, 3) Expand job training and business growth, 4) Support homeless shelters and rental assistance programs, and 5) Improve community development facilities.

City of Duluth 2026 Action Plan and Funding Recommendations for Housing and Community Development Comments about the City’s progress toward five-year community development goals are outlined in the Plan. These funding recommendations are for approximately $3 million from the U.S. Department of Housing and Urban Development.

The Community Development Committee (CD Committee) plans and advises on the use of these funds to the Duluth City Council.
