Rural Development Loan Programs - RCAC Lending Solutions Lending RCAC 2026-06-11T10:55:57-07:00 RCAC’s Loan Fund is a financial resource for rural communities. The Loan Fund fills financing gaps and serves in unconventional markets. We offer loans for affordable housing development, environmental infrastructure, community facilities and small businesses in rural locations.
Our staff serve rural communities in Alaska, Arizona, California, Colorado, Hawaii and other Pacific islands, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington and Wyoming. RCAC created its Loan Fund in 1988 and was later certified as a Community Development Financial Institution (CDFI). We hold an Aeris rating of 4 Stars AA Policy Plus. The rating is based on a comprehensive review of the RCAC Loan Fund and the entire RCAC organization.
We are also licensed by the California Department of Business Oversight #60DB0 83068. As of Dec. 31, 2025, RCAC closed 1,965 loans which totaled $1,065,393,899 and leveraged more than $3.
277 billion for projects in rural communities. These loans supported 176,829 individual water and wastewater connections for rural citizens; 18,503 housing units; 11,726,256 sq. feet of community facility space; and created or retained 34,160 jobs.
RCAC currently has 375 loans under management, totaling more than $159,723,077. Additionally, RCAC manages 50 loans totaling more than $39 million on behalf of other lenders and investors. Loan Fund Programs At-A-Glance Our loan products include Finance construction and rehabilitation of single- and multifamily housing for low-income families.
Environmental Infrastructure Loans Financing to construct, improve or expand the supply of safe drinking water and waste disposal systems in the rural West. Financing to construct or improve essential community facilities in the rural West. Financing for businesses to create or retain jobs.
Idaho SRF – Household Septic System Program Low interest rate loans/grants available to refurbish or replace individual septic systems. Household Water Well Loan/Grant Programs Low interest rate loans and grants to construct, refurbish or replace individual household and small (serving less than 15 connections) water well systems.
Community Development Loans Loans available to tribes, tribal communities and individual Native Americans for small business, housing and community facility projects in Arizona and New Mexico. Loans to small businesses, nonprofits and public entities including federally recognized Tribes located or locating in Tuolumne County that will provide an alternative to pile burning of forest waste.
