This program awards discretionary funds to Community Development Corporations (CDCs) for well-planned, financially viable, and innovative projects to enhance job creation and business development for low-income individuals.
Projects can be construction or non-construction and aim to decrease dependency on federal programs, address chronic unemployment, and reverse community deterioration in urban and rural areas. Seventy-five percent of all CED-funded jobs must be filled by individuals with low incomes, and employers are required to provide critical wraparound support services.

## FY25 Rural Economic Development (RCD) Awards OCS recently awarded $11. 2 million in RCD funding to support nine new RCD projects. These projects will help rural communities with low incomes build and manage safe and sustainable water and wastewater systems by delivering high-quality training and technical assistance to these communities.

Community Economic Development Job Creation Grants Awarded in FY25 ## Low Income Home Energy Assistance Program (LIHEAP) LIHEAP helps individuals and families maintain safe and healthy indoor temperatures by providing critical energy assistance services. These services include providing assistance with cooling bills, restoration of cooling, weatherization, and repair or replacement of cooling equipment.
## Community Services Block Grant (CSBG) CSBG funds states and local organizations to deploy local solutions that alleviate the causes and conditions of poverty. ## Community Economic Development (CED) CED funds well-planned, financially viable business development projects that create jobs and build economies in communities across the country.
## Affordable Housing and Supportive Services Demonstration (AHSSD) The Affordable Housing and Supportive Services Demonstration program provides federal funding to Community Action Agencies (CAAs) and tribes that received CSBG funding in FY23 and own their own affordable housing units. Award recipients are using funds to enhance wraparound supportive services to increase stability, economic mobility, and well-being.
