Community Energy Resilience Initiative (CERI) is sponsored by Puerto Rico Community Foundation (in partnership with Global Energy Alliance for People and Planet and Rocky Mountain Institute). The CERI program facilitates access to solar energy with storage for critical facilities, businesses, and nonprofits in Puerto Rico.
It introduces an innovative model for accessing financial capital through subsidy and loan to businesses essential in times of emergency, and through grants, donations, and loans to nonprofit organizations that serve as community meeting and survival points. The purpose is to prevent the interruption of essential services provided by critical facilities due to outages.

Eligibility requirements include being in operation for more than five years, having a gross revenue of less than $3,000,000, not having an existing solar renewable energy system on the applying property, owning the property where the solar system would be installed, not needing to build a carport or additional structure for installation, being in compliance with tax obligations, and applying for financing through Banco Popular de Puerto Rico.
