One of the biggest sources of these emissions is buildings.

The program is provided by ComEd, Nicor Gas, Peoples Gas, and North Shore Gas, in partnership with the Metropolitan Mayors Caucus. An authorized energy advisor may visit your home or offer an online option. Some energy-saving items may be installed during the visit or mailed to you.
Single-family homes, two-flats, condos, townhomes, and mobile homes Renters (with landlord permission) Income-eligible households may qualify for additional upgrades, including heating improvements What the Program Includes Free energy-saving items, such as: Low-flow showerheads and faucet aerators Hot water pipe insulation Programmable or smart thermostats Door sweeps and other efficiency items Visit the Partners for Energy Efficiency website or call 312-201-4507 .
Multi-Family Energy Savings Program (MFES) The Multi-Family Energy Savings Program helps apartment buildings with 3 or more units save energy in both apartments and shared spaces. The program is offered by ComEd in partnership with Nicor Gas, Peoples Gas, and North Shore Gas. Property owners and managers can lower operating costs, and tenants benefit from lower bills and more comfortable homes.
Free energy assessment of the building LED lighting in units and common areas Smart or programmable thermostats Water-saving showerheads and faucet aerators Air sealing and insulation Heating and cooling system upgrades Work is completed by approved contractors. ComEd Whole Home Electric Whole Home Electric helps income-eligible homes and buildings switch from gas appliances to high-efficiency electric systems. After eligibility is confirmed, ComEd provides an energy assessment to see if electrification is a good fit. Heat pumps for heating and cooling Electric stoves and ovens Weatherization upgrades, if needed Single-family homes can participate at no cost.
Some multi-family and public housing properties may have a small co-pay. Projects move forward only if they are expected to save money overall. Single-family homes with household income at or below 80% of Area Median Income (AMI) Certain multi-family and public housing buildings in income-eligible areas Visit the Whole Home Electric program website or call 855-433-2700 to start the screening process.
Illinois Home Weatherization Assistance Program (IHWAP) The Community and Economic Development Association of Cook County (CEDA) helps make homes safer, more comfortable, and more energy efficient. Insulation and air sealing Heating system repair or replacement Applicants must meet income guidelines and basic building requirements.

Check the Solar Energy webpage for available State and County approved programs to see if you qualify for free, low-cost, or discounted solar installations through these programs: The Illinois Solar for All program gives income-eligible households access to residential solar installations with no upfront costs and guaranteed savings.
The Cook County Sun and Save program installs solar photovoltaic systems at no cost for income-eligible residences and homeowners in Cook County. The program ends August 2026, but has limited capacity. The Switch Together Chicagoland program helps Chicago-area consumers install solar panels at a discount and save money on their power bills by securing a quality rooftop solar installation at a competitive price.
Low Income Home Energy Assistance Program (LIHEAP) The Low Income Home Energy Assistance Program (LIHEAP) helps households with low incomes pay for home energy bills, especially heating during the winter months. If eligible, payments are made directly to the utility on behalf of the household. In the case of applicants whose heat is included in their rent, payment is made directly to the applicant.
Households with a combined gross income at or below the 60% state median income (based on the 30 days prior to application) may qualify. Renters may be eligible if heat and/or electricity is included in rent. Undocumented workers who meet income and other program requirements may also apply.
From October 1, 2025 to August 15, 2026, or until funds are exhausted. To apply for LIHEAP, residents may contact their local Community Action Agency (CAA) , which is based on their county. Contacting the CAA directly is the fastest application method.
Another option is to submit a service request For assistance, residents may contact their local Community Action Agency (CAA) or call the LIHEAP Hotline at 1-833-711-0374 Provides a grant up to $250 per program year toward a past-due account balance. Customers must have a gas bill in their name, a past-due balance and a household gross income less than 400% of the Federal Poverty Level* within the last 30 days when applying for this program.

Provides a grant between $150 - $400 per program year for heating Nicor gas accounts. Customers must have a gas bill in their name and a household gross income between 201 — 300% of the Federal Poverty Level. Customers applying for a senior or veteran grant must have a household gross income between 0 — 300% of Federal Poverty Level.

By certifying your income you may be eligible to receive a discount on your energy bills, depending on your household income. You are eligible for LID if your total household income, or the income of all working individuals combined, is 0% to 300% of the federal poverty level (FPL) .
If you currently receive LIHEAP or PIPP benefits, or if your income in is between 0% to 200% of the federal poverty level (Tiers 1 through 4), visit your local Community Action Agency If your household income is between 201% to 300% of the federal poverty level (Tier 5), please enroll directly on the ComEd website ComEd’s Smart Assistance Manager (SAM) Finder tool Nicor Gas’ Community Assistance Navigator (CAN) Government Websites by CivicPlus®
