Community Grants from the New York City Office of Environmental Remediation (OER) provide funding to community-based organizations for brownfield cleanup planning and neighborhood revitalization in New York City.
The program offers two types of grants: a Community Technical Assistance Grant of $10,000 to help CBOs build capacity, and a Community Planning Grant of $25,000 to support neighborhood-level planning for the cleanup and redevelopment of vacant or underutilized contaminated sites.
Eligible organizations must be community-based with a clear path to site control, a geographic area identified for redevelopment, an established community vision, and demonstrated development capacity. OER has remediated over 1,000 properties and created over 585 acres of developable land through its programs.

Through the [**NYC Voluntary Cleanup Program**](https://www. nyc. gov/site/oer/remediation/voluntary-cleanup.
page), the nation’s only full service municipally-run land cleanup program, OER prepares vacant, underutilized properties for redevelopment. Over 1,000 properties have been remediated through OER’s programs, and in the process, over 585 acres of new developable land has been created. In addition, OER has established the [**NYC Clean Soil Bank**](https://www.
nyc. gov/site/oer/safe-land/clean-soil-bank. page), a municipal clean soil exchange that recovers clean, native soil from deep excavations at construction sites and redirects it to the [**City’s Forbell Street stockpile**](https://www.
nyc. gov/site/oer/safe-land/forbell-street-stockpile. page), public and private NYC construction sites, and community and school gardens.
Since its inception, the Clean Soil Bank has transferred over 600,000 tons of clean, native soil. OER also plays other important roles. Through the [**E-Designation Program**](https://www.
nyc. gov/site/oer/remediation/e-designation. page), we ensure compliance with environmental standards before new buildings are erected on rezoned land.

On June 11, 2026, U.S. District Judge Richard Gergel ruled that the EPA's February 2025 termination of the $2.8 billion Environmental and Climate Justice Block Grant Program — created by Section 60201 of the Inflation Reduction Act — was arbitrary, capricious, and unlawful. The ruling voids the termination but does not order the EPA to resume the program, leaving the September 30, 2026 statutory deadline as the binding constraint. For the 116 grantees and the coalition of nonprofits, cities, and tribal partners that were already in award negotiations, the next 105 days will determine whether the program survives in any operational form or migrates entirely to the Court of Federal Claims as a damages action.
