Community Noise Mitigation Program

Community Noise Mitigation Program is sponsored by Office of Local Defense Community Cooperation (Department of War). This competitive grant program assists state, local governments, and tribal entities impacted by military fixed-wing aviation noise, including those affected by both active and guard/reserve installations.

Assist state and local governments with addressing military fixed-wing aviation noise at covered facilities. Covered facilities are hospitals, daycare facilities, schools, facilities serving senior citizens, and private residences.

Projects must be located in communities impacted by fixed-wing military aviation noise and be for the purpose of mitigating noise at covered facilities located either within one (1) mile of a military installation or civil airport boundary, or within an area experiencing a day-night average sound level of 65 decibels or greater due to military fixed-wing aviation noise, based on documentation and analyses prepared in accordance with Department of Defense Instruction 4165.

57, Air Installation Compatible Use Zones, the National Environmental Policy Act, or Title 14 Code of Federal Regulations (CFR) Part 150. **Fiscal Year 2025:** A $4. 5M federal award enables the Oak Harbor Public Schools to undertake the installation of noise mitigating insulation and air conditioning at North Whidbey Middle School, Washington that is impacted by fixed-wing military aviation noise from Naval Air Station Whidbey Island.

The school serves over 700 students, with more than 40 percent (280) being military-connected students.

The project will significantly reduce the noise impact on the affected school, maintain quality education facilities that support military families and the installation mission, and potentially lessen the need for deviations to military training routes due to noise complaints, thus aligning with the Secretary of War's priority of ensuring the readiness and lethality of our warfighter and installations. A $7.

3M federal award enables Patrick Leahy Burlington International Airport to undertake the installation of noise mitigating insulation in approximately 58 residences near Patrick Leahy Burlington International Airport, Vermont, impacted by fixed-wing military aviation noise from Burlington Air National Guard Base.

The project will significantly reduce the noise impacts on the affected homes and potentially lessen the need for deviations to military training routes due to noise complaints, allowing the Military Departments to focus on the mission and support the Secretary of War's priority of ensuring the readiness and lethality or our warfighter and installations.

Projects must be located in communities impacted by fixed-wing military aviation noise for the purpose of mitigating noise at covered facilities that are located within one mile of a military installation or within an area experiencing a day-night average sound level of 65 or greater due to military operations at another location at which military aircraft are stationed, as determined by the Department of Defense or Federal Aviation Administration noise modeling programs.

Projects must be construction-ready. DISASTER PREVENTION AND RELIEF - FO Civil Defense The Consolidated Appropriations Act, 2022 (Public Law 117-103) appropriated $75M for the Community Noise Mitigation Program to remain available until September 30, 2025. _These funding amounts do not reflect the award amounts that are displayed on USASpending.

Proposals must demonstrate that a project is ready to commence within twelve (12) months of award, including letters of commitment from relevant stakeholders (e.g., status of occupant participation agreements with property owners), pre-construction acoustical testing results for 10% of similar facilities, design and cost estimates, procurement procedures, a timeline that includes entitlements, status of federal and state/local environmental planning and other relevant information depending on the scope of work proposed.

Specific Restrictions Determined at NOFO Level Eligible costs include only supplies and labor directly associated with installing noise mitigating insulation and installation of air conditioning that complements noise mitigating insulation at covered facilities, such as the costs directly associated with project administration, inspection, construction, utilities, and contingency costs required to execute the project, as well as costs to perform post-construction acoustical testing to validate the project has met its interior noise level goals.

The term “covered facilities” means hospitals, daycares, schools, facilities serving senior citizens and private residences that are located within one mile or a day-night average sound level of 65 decibels or greater of a military installation or another location at which military aircraft are station or located at, as determined by the Department of Defense or Federal Aviation Administration noise modeling programs.

After initial selection through a competitive proposal process, selected grantees will be invited to submit an application. Applications are reviewed by the Office of Local Defense Community Cooperation staff, and the Office of Local Defense Community Cooperation may consult with other Federal agencies as necessary.

Any issues or concerns raised by the application may be negotiated with the applicant prior to the application being accepted as final by the Office of Local Defense Community Cooperation. Awards by the Director, Office of Local Defense Community Cooperation, will be made on the basis of an approved final application.

To the extent practicable, the Office of Local Defense Community Cooperation will inform an applicant of approval within seven business days of the receipt of a final, completed application for planning assistance, and within thirty business days of the receipt of a final, completed application for assistance to carry out community adjustments or economic diversification programs.

The Office of Local Defense Community Cooperation will promptly inform an applicant of the rejection of any application once OLDCC’s completes its due diligence.

Submission of this requirement to the Grantor must remain in compliance with the due dates. The final SF-425, “Federal Financial Report,” shall be submitted to the Grantor within 120 days after the end date of the period of performance. , Frequency: Annually **Progress/Performance Reports :**Performance reports are required.

All Performance Reports will contain the following information about expenses incurred during the reporting period: 1. A comparison of actual accomplishments to the objectives established for the period; 2. The reasons for slippage if established objectives were not met; 3.

Additional pertinent information when appropriate; 4. Grantees with non-construction awards will provide a computation of Federal funds expended for each SF-424A object class category approved for the award; 5. Grantees with construction awards will provide a computation of Federal funds spent in each SF-424C cost classification approved for the award.

6; The computation of costs will also include the amount of Grant funds on hand at the beginning and end of the reporting period, and non-Grantor share of contributions over the term; and 7. The final performance report must contain a summary of activities for the entire Grant period. All required deliverables should be submitted with the final performance report.

The Final Performance Report shall be submitted to the Grantor within 120 days after the end date of the Grant. All Performance Reports will be submitted via the Grantor’s electronic grants management system. , Frequency: Quarterly Additional audit requirements: The Grantee agrees to comply with audit requirements as specified in 2 CFR Part 200, Subpart F, “Audit Requirements.

”, Frequency: Determined at Time of Award Grant records shall be retained for a period of 3 years from the day the recipient submits its final expenditure report.

If any litigation, claim, negotiation, audit, or other action involving the records has been started before the expiration of the 3-year period, the records must be retained until completion of the action and resolution of all issues which arise from it, or until the end of the regular 3-year period, whichever is later.

Grant records include financial and program/progress reports, support documents, statistical records, and other documents that support the activity and/or expenditure of the recipient or subrecipient under the award.
