Community Noise Mitigation Program

Community Noise Mitigation Program is sponsored by Office of Local Defense Community Cooperation (OLDCC), U.S. Department of War. The Community Noise Mitigation Program is a competitive grant program designed to assist state, local governments, and tribal entities impacted by military fixed-wing aviation noise, including those impacted by both active and guard/reserve installations.

The Community Noise Mitigation Program is a competitive grant program designed to assist state, local governments and tribal entities impacted by military fixed-wing aviation noise – to include those impacted by both active and guard/reserve installations. The program is authorized under the Consolidated Appropriations Act, 2022 (Section 8120, P. L.

117-103) and allows for noise mitigating insulation at covered facilities, including the installation of air conditioning. The first competition under this program was concluded in December 2024. ## Eligibility and Requirements Eligible proposers include states and local governments and Indian Tribes.

These eligible entities must be impacted by military fixed-wing aviation noise, meaning they are: * located within one (1) mile of a military installation or another location at which military aircraft are stationed or within a day-night average sound level of 65 decibels or greater of a military installation (Note.

Under this program, eligible/covered facilities for noise mitigating efforts include hospitals, daycare facilities, schools, facilities serving senior citizens, and private residences.

**UPDATE** - On September 19, 2025 the Office of Local Defense Community Cooperation awarded seven grant awards under the Community Noise Mitigation Program. This follows the approval of invitations by the Assistant Secretary of Defense for Energy, Installations, and Environment on August 8, 2025. These invitations were issued on August 11, 2025, following a competitive selection process.

The 7 grant awards below are listed in alphabetical order based on the state the military installation resides. **Installation: Fresno Air National Guard Base** **Applicant: City of Fresno** A $1,864,946 federal grant to the City of Fresno to undertake a project to install noise mitigating insulation in 34 private residences located within the 65-decibel noise contour of Fresno Air National Guard Base.

Home to the 144th Fighter Wing, the California Air National Guard operates the F-15C Eagle.

**Installation: Burlington Air National Guard Base** **Applicant: Patrick Leahy Burlington International Airport** A $7,320,760 federal grant to the Patrick Leahy Burlington International Airport to undertake a project to install noise mitigating insulation in approximately 58 private residences located within 65-70 decibel noise contours of Burlington Air National Guard Base.

Home to the 158th Fighter Wing, the Vermont Air National Guard was the first unit to transition to the F-35 in September of 2019.

**Installation: Naval Air Station Whidbey Island** **Applicant: Coupeville School District** A $9,000,000 federal grant to Coupeville School District to undertake a project to install noise mitigating insulation and air conditioning at Coupeville High School and Coupeville Middle School that serves 525 students and is within a day-night average sound level of 65 decibels of Naval Air Station Whidbey Island, Outlying Landing Field Coupeville, which recently increased air operations involving 36 EA-18G Growler aircraft and three P-8A Poseidon squadrons.

**Installation: Naval Air Station Whidbey Island** **Applicant: Oak Harbor Schools** The schools below are located within a day-night average sound level of 65 decibels and are also within one mile of Naval Air Station Whidbey Island, which recently increased air operations involving 36 EA-18G Growler aircraft and three P-8A Poseidon squadrons.

* A $11,675,778 federal grant to undertake a project to install noise mitigating insulation and air conditioning at Olympic View Elementary School that serves 400 students. * A $10,275,902 federal grant to undertake a project to install noise mitigating insulation and air conditioning at Oak Harbor Elementary School that serves 400 students. The school is the oldest in the community.

* A $16,127,566 federal grant to undertake a project to install noise mitigating insulation and air conditioning at Hillcrest Elementary School that serves 500 students.

**Installation: Truax Field Air National Guard Base** **Applicant: Wisconsin Department of Military Affairs** A $1,005,541 federal grant to the Wisconsin Department of Military Affairs to undertake a $1,125,607 project to install noise mitigating insulation in 8 private residences located within 65-75 decibel noise contours of Truax Field Air National Guard Base.

Home to the 115th Fighter Wing, the Wisconsin Air National Guard transitioned to the F-35 in April of 2023.
