It provides funds to states, territories, and tribes to support services that alleviate the causes and conditions of poverty in under-resourced communities.
States are required to use at least 90 percent of their allocations for awards to eligible entities, primarily locally based community action agencies and/or organizations that serve seasonal or migrant farmworkers.
