Room 3 01 Centennial Mall South, Lincoln, NE The Department of Health and Human Services (DHHS), Office of Economic Assistance, is holding this hearing to accept comments on the proposed state plan for: The Community Services Block Grant (CSBG) for the period of October 1, 2026, through September 30, 2028. The state plan is submitted biennially to the federal Department of Health and Human Services.
CSBG funding is primarily distributed to Nebraska's nine local Community Action Agencies, which operate programs and services for low-income families statewide. The plan describes Nebraska's use of CSBG funds, the service delivery system, and developing or ongoing initiatives. The proposed plan can be requested via e-mail at DHHS.

Written comments should be submitted by 5:00 p. m. CST on August 17, 2026, and sent to the address or email address above.

These agencies create, coordinate and deliver programs and services to low-income families in all 93 counties of Nebraska.
Blue Valley Community Action Community Action Partnership of Lancaster and Saunders County Community Action Partnership of Western Nebraska Central Nebraska Community Action Partnership Eastern Nebraska Community Action Partnership Community Action Partnership of Mid-Nebraska Northwest Community Action Partnership Northeast Nebraska Community Action Partnership Southeast Nebraska Community Action Services Provided by CAAs The CAAs conduct community needs assessments to determine services that will be provided in each region.
The services provided by the CAAs are based on the needs of their community, such as: Food and nutrition programs Abuse prevention and intervention Family parenting classes Head Start, Early Head Start, and Migrant Head Start Community Services Block Grant Program Coordinator DHHS.
