Community Supportive Housing program (Tennessee) is sponsored by Tennessee Department of Mental Health and Substance Abuse Services (TDMHSAS). As part of the support services provided, the staff is hired by contract agencies to provide on-site supervision for the residents and as-needed supervision to non-supervised group homes and apartments. Staff members also coordinate outside activities for the residents and work one-on-one to develop a housing plan that identifies the individual’s ideal housing goal and the steps needed to achieve more independent living.

00/day support per eligible individual for up to 30% of eligible residents at each facility. The purpose is to help maintain the financial viability and, therefore, availability of these housing opportunities for people with a history of mental illness or co-occurring disorders that, in most cases, do not receive support from other sources except resident rent.

Because facility and individual resident eligibility change month to month, funding is distributed through a Departmental Purchase Authority rather than contracts with individual agencies. This program is mandated by TCA 12-4-330 and receives an annual designated Legislative appropriation. Without this funding, the quality of life for residents of these facilities would be reduced; in some cases, this might cause the facility to close.

In those cases, some residents can be expected to become homeless, become involved with the criminal justice system, or require inpatient psychiatric hospitalization at much greater public cost. SOAR Liaisons are stationed at three of Tennessee’s Regional Mental Health Institutes to lead efforts toward completing successful SSI/SSDI applications and assist those with access to SSI/SSDI benefits to help facilitate discharge and ensure access to permanent housing and services.
