Comprehensive Opioid and Addiction Program (COAP) | Virginia Department of Criminal Justice Services Comprehensive Community Corrections Act (CCCA) & Pretrial Services Act (PSA) CCCA-PSA - Core Competencies CCCA-PSA - Pretrial Risk Assessment CCCA & PSA Minimum Standards PAPIS: Virginia Prisoner Reentry Program Criminal Justice Behavioral Health Treatment Programs Guidelines for Electronic Monitoring/GPS Programs Comprehensive Opioid and Addiction Program (COAP) The Virginia Department of Criminal Justice Services (DCJS), in collaboration with the Department of Behavioral Health and Developmental Services (DBHDS), is accepting applications for Virginia’s Comprehensive Opioid Addiction Program (COAP) grant program.
The intent of COAP funding is to improve cross systems collaboration between criminal justice and behavioral health stakeholders and to improve outcomes for individuals with opioid use disorders who are involved in the criminal justice system.
The purpose of these grants are to assist localities develop and implement, or enhance existing evidence based programs for individuals with opioid use disorders involved in the criminal justice system. Juvenile / Victims / Adult

Edward Byrne Memorial Justice Assistance Grant (JAG) Program (Virginia) is a grant from the Virginia Department of Criminal Justice Services (DCJS) that funds a wide range of criminal justice programs across law enforcement, prosecution, courts, prevention and education, corrections, drug treatment and enforcement, planning, and technology improvements. Federal funds are allocated to Virginia based on population and violent crime statistics, then sub-granted to local governments and state agencies through both competitive application and automatic formula distributions. Localities eligible for $9,999 or less receive automatic April awards from DCJS, while those eligible for $10,000 or more apply directly to the U.S. DOJ Bureau of Justice Assistance. Any Virginia city, county, town, or state agency may apply for competitive funds up to $25,000, with a September 20, 2026 deadline. A local cash match is required for locality awards.
