Consolidated Tribal Government grants from the Bureau of Indian Affairs (BIA) Division of Self-Determination Services fund federally recognized tribes to plan, conduct, and administer programs and services previously operated by the federal government.
Authorized under the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA), these grants promote maximum Indian participation in federal programs affecting tribal communities, supporting tribal sovereignty and the transition toward self-governance. Eligible applicants are federally recognized tribes and tribal organizations seeking to assume operation of BIA or IHS programs through P. L.
93-638 contracts or self-governance compacts. Award amounts are based on the federal funding level for programs assumed by the tribe; applications are processed through regional BIA offices.

Division of Self-Determination Services | Indian Affairs Division of Self-Determination Services DIVISION OF SELF-DETERMINATION SERVICES MISSION To promote and advocate maximum Indian participation in the programs and services conducted by the Federal Government for Indians; and to encourage and support the development of tribal capacity to better manage the opportunities and responsibilities of self-determination.
Created by the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA), the Division of Indian Self-Determination (ISD) is charged with the responsibility to further American Indian tribes’ exercise of Self-Determination as a matter of policy.
The Division also carries out the Delegation of Authority Initiative which allows for the delegation of authority for the administration and oversight of self-determination contracts and grants to the agency level. The ISD carries out its responsibilities by providing training and technical assistance to BIA regional and agency employees, tribal officials and their staffs.
The ISD oversees the procedures for the delegation of authority for Self-Determination contracts and grants to the regional and agency levels of the BIA. This involves review of regional and agency Implementation Plans to ensure they have the capability to administer and oversee self-determination contract and grants.
It also involves review and approval of qualifications of BIA employees applying for certification as awarding officials based on the Awarding Official Certification System Handbook (AOCS) and 13 IAM Chapters 2, 3 and 4. The Department of Defense FY2026 Defense University Research Instrumentation Program (DURIP) provides funding for U.S. universities to acquire research equipment and instrumentation in areas important to national defense, including AI and machine learning hardware. The program is administered jointly by the Army Research Office (ARO), Office of Naval Research (ONR), and Air Force Office of Scientific Research (AFOSR), with approximately $34 million available and 95 awards anticipated. DURIP funds the acquisition of specialized computing hardware for AI/ML research (GPU clusters, TPUs, neuromorphic processors), robotics and autonomous systems testbeds, sensor arrays and data collection systems for machine learning training, high-performance computing infrastructure for defense-relevant AI research, and laboratory equipment for human-AI interaction studies. The program specifically supports equipment that enhances research-related education in DoD-priority disciplines. While general-purpose computing is not eligible, computing equipment directly supporting DoD-relevant AI research programs qualifies. No cost sharing is required.
Vinnova, Sweden's national innovation agency, funds projects developing applied AI solutions for Swedish industry through its Advanced Digitalization Programme. Each project can apply for between 2 and 10 million SEK (approximately $190,000 to $950,000 USD) covering up to 50% of eligible project costs. The total call budget is 60 million SEK. Projects run for 12-24 months and focus on two key areas: Intelligent Edge (AI for real-time application in the sensor chain) and AI-based decision support. All projects must address industrial needs and integrate gender equality and climate change perspectives. Scientific publications must be open access. A parallel call also funds AI and cybersecurity projects at 1-10 million SEK per project with a 50 million SEK total budget.
