Consumer Privacy Rights Fund - Rose Foundation Consumer Privacy Rights Fund The Consumer Privacy Rights Fund supports projects dedicated to protecting Americans rights to privacy. The Fund was launched in 2002 with cy pres payments from Union Bank and Cal Fed Bank. Since that time, the Fund has secured cy pres awards from more than a dozen class action settlements.

The eligibility, priorities, and application process for this fund vary cycle to cycle. The information below applies to the last time the fund was offered, in fall 2023. We expect to run this fund again in 2025 or 2026 and will update this page at that time.

Eligibility and Priorities The applicant must be a 501(c)(3) nonprofit or be fiscally sponsored by a 501(c)(3) nonprofit. Nonprofit colleges, universities, university clinics and graduate programs are eligible to apply, but university overhead is limited to 5% of grant award . The applicant must demonstrate expertise in consumer education or advocacy, especially related to consumer privacy rights.

An applicant's place of business must be within the United States. Allowable Projects and Activity Focus Proposals must relate primarily to supporting and enhancing individual consumer’s internet privacy rights.

Priority will be given to proposals which specifically serve vulnerable populations including low-income communities, people of color, students, veterans, immigrants, and non-English speakers conducted by organizations that have a demonstrated track record of working with these communities. Proposals which address current and emerging issues and advance the field of consumer privacy rights.

Proposals from organizations with experience in the field of privacy rights, or who have primary project partners with that experience. Proposals with clear project goals, clear metrics to measure progress, and a clear and specific workplan. Proposals which have the potential to impact significant numbers of people.

Proposals with a clear advocacy strategy to protect and promote consumer privacy rights. Duration of Support and Grant Size Most grants are for a one-year period; however, multi-year proposals are encouraged where appropriate. The maximum allowable total request is $150,000, even for multi-year proposals.

Organizations that have been funded may only re-apply in the next cycle after their grant report has been submitted and approved. Organizations with an active grant from this Fund are not eligible to reapply. Please read these instructions carefully and follow them step by step.

2. Create an Online Account To begin your application, create a profile in our online grants system. You will be asked to enter your Federal Tax ID or Employer Identification Number (EIN).

If you are fiscally sponsored, please enter your sponsor’s EIN. 3. Complete and Submit an Application Submit an Application Online Once you are signed in to your account, go to the “Apply” menu at the top left of the page and select the application for the current round of the Consumer Privacy Rights Fund.

Remember to save your application as you go. Scroll down to the bottom of the page to find the “save as draft” button. Applications must be submitted by 5PM PT on the due date.

What happens after I submit an application? We will acknowledge the receipt of your application once it is submitted. If you do not receive this confirmation, please contact us.

Please let your references know we will be contacting them. Grant decisions are usually made 3 months after the submission deadline. What are the reporting requirements?

If your group is awarded a grant, you must provide a final grant report within one year of receiving the money and before your group can receive additional funding. Please log on to your online application system and submit your report there . What does the application look like?

If you are close to the end of your fiscal year, please give us the budget for the upcoming year if you have it.

Please make sure to indicate what time period your financial statements cover. The budgets and financial statements should be for the applicant organization, not your fiscal sponsor. With its Consumer Privacy grant, Library Freedom Inc. trains librarians as privacy experts. They provide intensive advocacy training, disseminating privacy information to diverse communities, especially those impacted by privacy loss. Rose grantee Oakland Privacy will host two fellows to learn and engage in grassroots privacy work.
