Continuum of Care - City of Amarillo Monday, Tuesday, Wednesday: 8:30 am – 4:30 pm Thursday: 8:30 am – 6:00 pm Friday: 8:30 am – 1:00 pm August 11, 2026, Competition Update: On Friday, August 7, 2026, the U.S. District Court for the District of Rhode Island, in the related cases State of Washington, et al. v. HUD, et al.

, and National Alliance to End Homelessness, et al. v. HUD, et al.

, determined that HUD’s issuance of the FY2026 Continuum of Care Competition and Youth Homeless Demonstration Program Grants Notice of Funding Opportunity (2026 CoC NOFO) violated the Administrative Procedure Act and vacated the NOFO. HUD is currently evaluating the order and considering its legal options, including an appeal to the U.S. Court of Appeals for the First Circuit.
As a result of the court’s order, the 2026 CoC NOFO and its August 26, 2026, application submission deadline are no longer in effect, and HUD is unable to accept applications at this time. HUD has indicated that further guidance and updates will be communicated through the SNAPS Competition Listserv and HUD. gov. A PDF copy of the 2026 CoC NOFO remains available on HUD’s CoC Competition webpage for informational purposes.
The Amarillo CoC will continue to post updates here as additional information becomes available. The Amarillo CoC’s local competition results will remain pending, and the tiered and ranked Priority Listing will not be finalized until further direction is provided by HUD.
July 30, 2026 Competition Update: Priority Listing The Amarillo Continuum of Care (CoC) Scoring and Ranking Committee met on July 30, 2026, to evaluate and score all project applications submitted through the FY 2026 CoC Program Local Competition. The resulting Priority Listing of all submitted projects are provided below. Applicants may appeal their score and/or ranking until 4:30 pm CST on August 5, 2026 .
Information regarding the appeals process is included below in this public notice. Project scores and rankings were determined in accordance with the CoC’s FY 2026 NOFO Policies and Procedures (available in the Competition Resources below). Rankings reflect the final raw scores assigned by the Scoring and Ranking Committee.
The following summarizes the CoC’s policies governing project scoring and ranking: FY 26 Potential Funding Available to Allocate: $1,105,003 Tier 1: $272,397 (expected to receive funding) Tier 2: $832,606 (community would like to fund) Tier 1 Projects must include CoC Priority Projects: Unscored HMIS projects, including expansions Unscored Coordinated Entry System Projects Scored Permanent Supportive Housing Projects Total Tier 1 Funding Available: $272,397 Tier 2 Project Scoring Guideline: Projects ranked in Tier 2 indicate that the community would like those projects to receive funding, but it is unclear whether HUD will allocate enough money to the community to fund these projects.
Projects that are ranked toward the top of Tier 2 are somewhat more likely to receive funding than projects at the bottom of Tier 2.

Projects are required to provide 25% of the requested project funds in matching dollars or in-kind services. Match letters must be secured and submitted along with the project application. All match documentation must be uploaded in eSNAPS.
The CoC’s Annual Renewal Demand (ARD) is $453,996. Tier 1 is smaller this year, limited to 60%, or $272,397. 60 of the ARD.
Renewal projects that are high performing will be placed in Tier 1, according to the CoC’s NOFO policies and procedures. Homeless Management Information System (HMIS) projects will be prioritized and ranked at the top of Tier 1. Only high-performing renewal projects will be placed in Tier 1, according to the CoC’s NOFO Policies and Procedures Tier 2 funding includes the remainder for the CoC’s ARD, CoC Bonus, and DV Bonus amounts.

gov/hud-partners/community-coc Continuum of Care (CoC) 2025 NOFO – January 16, 2026 January 16, 2026: Continuum of Care (CoC) 2025 NOFO The U.S. Department of Housing and Urban Development (HUD) has re-posted the FY2024–2025 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO). This NOFO was originally published in 2024 and was originally intended to guide a two-year grant cycle.
At this time, HUD has determined it will continue to follow the two-year NOFO. The NOFO governs funding for existing and proposed CoC-funded homelessness programs. The re-posted FY24-25 CoC NOFO can be found on the U.S. Department of Housing and Urban Development PDF linked here .

Under the FY24-25 CoC NOFO, CoCs are directed to determine whether to: Renew all eligible projects Eligible projects are listed in the Grant Inventory Worksheet (GIW) and do not demonstrate chronic underperformance; or Renew eligible projects and voluntarily reallocate some project funds , triggering a local competition.
After reviewing HUD guidance and local project performance, the CoC TX-611 has elected to renew all eligible CoC projects . The CoC will not pursue voluntary reallocation during this grant cycle.
Projects eligible for renewal include: Homeless Management Information System (HMIS) Coming Home, Permanent Supportive Housing Project Shelter Plus Care, Permanent Supportive Housing Project See the Grant Inventory Worksheet (GIW) below for further project information. All projects included for renewal are currently eligible under HUD requirements and do not demonstrate chronic underperformance.

FY25 CoC NOFO Update – December 9, 2025 On December 8, 2025, HUD rescinded its previously posted FY2025 CoC NOFO, posting the following information on HUD’s CoC Program website : FY 25 COC NOFO Update The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program.
This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source.
The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.
We do not have any additional information regarding HUD’s timeline for revising and reissuing the competition NOFO, but the statement does suggest they do intend to reissue a revised NOFO. We are actively assessing the impact to our local competition timeline, and we will discuss these unexpected changes with the TX-611 CoC Board during the scheduled meeting on Thursday, December 11, 2025.
At this time, we will continue with the following scheduled items listed in the published timeline for our local competition: Today, 12/9: All-day TA session for project applicants at the Simms building, Room 275, 9:30 a. m. – 4:30 p.
m. Tomorrow, 12/10: Local project applications are due to our office at noon, 12:00 p. m.
eSNAPS still has not published or made available the project applications on that platform, so agencies are only required to submit their completed application with required attachments to our office by tomorrow’s deadline. After receiving project applications on December 10, we will pause the local process until we have further guidance from HUD .
In the meantime, we will maintain ongoing communication to ensure the community is aware of any NOFO changes or updates in the 2025 NOFO process. The HUD timeline is extremely condensed — please evaluate your agency’s capacity before applying. The CoC’s Annual Renewal Demand (ARD) is $440,540. Tier 1 is smaller this year, limited to 30%, or $132,162 of the ARD. Renewal projects that are high performing will be placed in Tier 1, according to the CoC’s NOFO policies and procedures.
Only high-performing renewal projects will be placed in Tier 1, according to the CoC’s NOFO Policies and Procedures 70% of the CoC’s total ARD must be placed in Tier 2—or approximately $308,378. Through HMIS, our community can collect information from projects serving individuals and families experiencing homelessness to use as part of their needs analyses and to establish funding priorities. The Act also codified into law certain data collection requirements integral to HMIS. With enactment of the HEARTH Act, HMIS participation became a statutory requirement for recipients and sub-recipients of the Continuum of Care Program.
