Departments Stormwater Management Unincorporated Drainage Program Cost-Share Drainage Assistance Program The Cost-Share Drainage Assistance Program is a brand-new initiative created to help protect properties in unincorporated DuPage County that have flooding issues that do not qualify for the fully funded Drainage Assistance Program.

This page outlines the qualifying criteria for the program and guidelines for applying. Applications are open on an annual basis. The application can be found at the bottom of this page.

DuPage County recognizes there are several areas throughout the County that do not have positive drainage of stormwater runoff from private property to the right-of-way. These areas of standing water can adversely impact private properties leading to property damage, nuisance mosquitoes, ice buildup, septic failure and other issues that impact the health and safety of DuPage County residents.

The County’s longstanding Residential Drainage Assistance Program assists residents by implementing a solution to prevent multiple properties from septic failure, structure flooding, and roadway flooding. However, properties that experience nuisance flooding or standalone structure flooding do not qualify for assistance under this Program.

For this reason, DuPage County Stormwater Management is implementing a Cost-Share Drainage Assistance Program to provide financial assistance to unincorporated residential and commercial properties within DuPage County who experience flooding but do not qualify for the Residential Drainage Assistance Program.

The following information provides guidance for property owners interested in applying for the Cost-Share Drainage Assistance Program. The Stormwater Management Department expects to award a total of $50,000 on an annual basis, towards multiple projects when the program is fully funded. The maximum award for each project will be $5,000.

The deadline for receipt of proposals is March 9, 2026, with anticipated notification to all selected grantees by April 2026. Online Application Submittal Applications for the 2025-26 season are now open. A nonrefundable $200 fee per property is required with your application to complete a Wetland Determination.

Please make the check payable to: DuPage County Stormwater Management Please mail the application and check to: Attn: Drainage Assistance Program Manager DuPage County Stormwater Management Cost-Share Drainage Program Application Packet for Print (PDF) Program Compliance Criteria To be considered for the Cost-Share Drainage Assistance Program, the following criteria must be met: Flooding from stormwater runoff that meets one or both of the following: Two or more contiguous properties that experience nuisance ponding.

Nuisance ponding includes yard flooding, depressional area flooding, accessory structure flooding (not installed in drainage flow path), and sidewalk flooding (not caused by sump pump(s)). One primary structure or septic system backup caused by overland flooding. Propert(ies) must be owned by applicant(s) and located within unincorporated DuPage County.

All properties are eligible. Commercial properties are eligible if the overall project provides a drainage benefit to surrounding residential properties. Property must be in good standing with DuPage County Building and Zoning (no active violations).

The following are not eligible for the program: Flooding caused by groundwater (sump pump(s), seepage through foundation). Participating to correct an active violation. New construction or remodel that requires stormwater measures and/or Best Management Practices.

Improvements to detention basins. Work in special management / regulated areas (wetlands, floodplain, floodway, threatened and endangered (T&E) species). Proposed work that negatively impacts downstream properties.

Routine maintenance of an existing storm sewer system or detention basin. Flood walls / retaining walls over two feet in height. Priority is given to properties experiencing flooding in the following order: Damage to primary structure first floor.

Damage to primary structure basement / crawl space. Damage to accessory structures. Type of work eligible for reimbursement under the program include: Grading (swales / berms).

Storm sewer (no smaller than 4" (four inch) diameter pipe on private property, clay pipe is not allowed). Water quality solutions (rain garden, bioswale, bioretention). Underground storage (dry well, infiltration trench).

Pump station (when gravity storm sewer is not feasible, not to manage groundwater). Sump pump / downspout connections as a supplement issue to help resolve primary drainage problems. Drainage problem must be caused by stormwater runoff (not groundwater).

If a grant is awarded, DuPage County will reimburse residents 50% of eligible costs up to $5,000 for each project.

Items eligible for reimbursement include: Labor (if project is installed by a registered contractor with the DuPage County Building and Zoning Department) Material only (if project is installed by the resident(s)) Restoration of disturbed ground within the project area Any work done without a permit, before project approval, or outside of the project scope, is not eligible for reimbursement.

Based on a criteria checklist, DuPage County Stormwater Management, at their sole discretion, will determine if a property meets the requirements of the Program. The County reserves the right to cancel said Program at any time, without notice, and further reserves the right to deny County cost participation to any resident for any reason.

At no time does County participation relieve the applicant(s) of their responsibilities under Federal, State, and/or County stormwater regulations.

Property Owners choosing to install drainage improvements without County cost participation must follow all existing permitting requirements at the federal, state, and local levels including but not limited to DuPage County Building and Zoning, DuPage County Countywide Stormwater & Floodplain Ordinance, U.S. Fish and Wildlife Service (USFWS) and Illinois Department of Natural Resources (IDNR).

Residents looking to take advantage of the Cost-Share Drainage Assistance Program should submit a Program Application by mail or in-person (use instructions above). A non-refundable $200 fee for all participating properties will be due upon submittal of an application prior to review for eligibility. All applications are due by March 9 to be considered for eligibility in the upcoming calendar year. Notice of Selection will be sent by the end of April. Applications are valid for two years.

Applications submitted and not awarded will be kept on file for an additional year to be considered for selection. If not selected within two years, applicant(s) must resubmit a new application and $200 fee for reconsideration.

Once an applicant receives the Notice of Selection the following options apply: Independent Design: If the applicant(s) choose to manage the project, the design, permitting, and construction of the proposed improvements will be the responsibility of the participating properties. Stormwater Management Design: This option can be selected for gravity storm sewers only.

At the request of the applicant(s), DuPage County Stormwater Management can design the project for a non-refundable $250 fee. Upon completion of design of the proposed project, it is the responsibility of the participating properties to permit and manage the construction of the proposed work. Residents have the option to self perform the proposed project or hire a contractor.

If a contractor is chosen to install the project, a minimum of three quotes must be submitted to DuPage County Stormwater Management prior to commencement of construction. Three quotes are required to show fairness in price for the proposed improvements. The contractor chosen by the residents to install the improvements must be registered with the DuPage County Building and Zoning Department.

Each awarded project must be constructed and permit(s) closed one year from the Notice of Award. Projects completed after one year from the Notice of Award are not eligible for reimbursement. Upon completion of the project, the Request for Reimbursement Packet, must be submitted to DuPage County Stormwater Management.
