NJOHSP will administer the FFY2027 C-UASGP Tier II as soon as DHS/FEMA provides Notice of Funding Opportunity as described below. The Counter-Unmanned Aircraft Systems Grant Program (C-UASGP) program allocates $500 million over two fiscal years, FFY 2026 and FFY 2027.
DHS/FEMA prioritized $250 million in FFY 2026 C-UASGP funding (considered Tier 1) for 11 states, including New Jersey, that are directly or indirectly hosting FIFA World Cup 2026 events and America 250 events in conjunction with federal authorities.
The remaining $250 million, plus any unallocated funds from FFY2026, will be distributed, in FFY 2027 C-UASGP (considered Tier 2), to all states and territories to support nationwide UAS detection and response capabilities.
All 56 SAAs—including the 50 states, the District of Columbia, the Commonwealth of Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands—will be eligible to apply. This phased approach ensures that immediate security needs are addressed in FFY 2026 while supporting broader national C-UAS capabilities in subsequent years.
FFY 2027 C-UASGP is designed to support the development of nationwide detection and response capabilities. To enhance state and local capabilities to detect, identify, track, or monitor unmanned aircraft systems (UAS) (as defined in 49 U.S.C. § 44801), consistent with Titles 18 and 49 of the U.S.C.
This funding supports subrecipients in combatting the unlawful use of UAS that pose a threat to the safety and security of the American people, communities, and institutions. Subrecipients may purchase UAS detection, identifying, monitoring, tracking, and mitigation (DIMT-M) technologies to support public safety officials in the protection of the public and critical infrastructure from nefarious or unlawful use of UAS.
Local entities, including city and county agencies, law enforcement, fire services, emergency medical services, emergency management, and other qualifying public safety organizations are eligible sub-applicants. FFY 2026 C-UASGP requires that eligible entities must be hosting or supporting FIFA World Cup 2026 and/or America 250 events.
Participation in sanctioned events will be confirmed by the Host City Committee Task Force for FFY 2026 C-UASGP recipients. A completed FFY2027 C-UASGP application consists of the following two upload requirements: Investment Justification (IJ) and Application Worksheet (AW). Please read all documents carefully as this is a competitive grant program, to include allowable and unallowable expenditures.
