is continuing its coordinated effort with the Colorado Housing and Finance Authority (CHFA), and local municipalities to increase the production of Supportive Housing (SH), also known as Permanent Supportive Housing (PSH), for extremely low-income people experiencing homelessness with complex barriers to housing stability.
PSH is decent, safe, affordable, community-based housing that provides tenants with all the rights and responsibilities of tenancy, tenancy support services, and links to other intensive supportive services.
PSH is a housing-focused approach that helps extremely low-income persons with complex barriers to housing stability and histories of homelessness live independently with improved health outcomes and reduced emergency system utilization. * **Round A**(aligned with CHFA's federal 9 percent Housing Tax Credits) LOIs due December 1, 2025 by 5:00 pm MT - applications due February 2, 2026 by 5:00 pm MT.
* **Round B** LOIs due April 1, 2026 by 5:00 pm MT - applications due May 1, 2026 by 5:00 pm MT. * **Round C** (aligned with CHFA's state credit applications with noncompetitive federal 4 percent Housing Tax Credit) LOIs due June 1, 2026 by 5:00 pm MT - applications due August 3, 2026 by 5:00 pm MT. * **Round D** LOIs due October 1, 2026 by 5:00 pm MT - applications due November 2, 2026 by 5:00 pm MT.
Applicants should respond to this RFA for any Supportive Housing project in the State of Colorado that intends to apply to DOH, Denver Housing Authority (DHA), and/or the City and County of Denver’s Department of Housing Stability (HOST), for any of the following resources: * Project-Based HUD-Veterans Affairs Supportive Housing (HUD-VASH) Vouchers * Project-Based State Housing Vouchers (SHVs) * Section 811 Project Rental Assistance (811 PRA) * Loan or Grant Assistance for Affordable Housing Development from DOH, HOST, and/or DHA's D3 (DHA Delivers for Denver) Bond Program * Tenancy Support Services (TSS) - Denver Applicants Only Participation in the PSH RFA is not a requirement for supportive housing projects applying to CHFA for Low-Income Housing Tax Credits (LIHTC), state Affordable Housing Tax Credits (state AHTCs), Permanent Loans, or Private Activity Bonds.
However, supportive housing projects applying for Tax Credits are encouraged by CHFA and DOH to participate in the PSH RFA. Doing so provides CHFA and the applicant with DOH’s evaluation of the project’s implementation of the supportive housing program model.
