Creative Europe Special Call for Ukrainian Culture and Creative Sectors is sponsored by European Commission. Supports large-scale projects in the Ukrainian cultural and creative sectors, including initiatives like ZMINA Resilience.

In October 2024, the European Commission published a special call under Creative Europe to keep supporting the Ukrainian cultural and creative sectors, with a budget of € 5 million, as part of its continued efforts to stand with Ukraine. Since then, the Commission announced an additional €2 million at the Ukrainian Recovery Conference in July 2025 , raising the support under this call to a total of €7 million.

Projects receiving funding The Commission has contracted the following projects under the second Creative Europe special call: This project will support Ukrainian artists and cultural organisations co-creating and showcasing their works.

It is the continuation of an ongoing project and will be coordinated by the Foundation Izolyatsia from Ukraine in partnership with Malý Berlín (Slovakia) and with Trans-Europe Halles (Sweden) as associated partner.

Learn more about ZMINA Resilience This project is coordinated by the European Cultural Foundation from the Netherlands in partnership with the two Ukrainian organisations Insha Osvita and Veteranka , as well as Zusa from Germany. The project aims fostering Ukrainian’s access to culture and cultural heritage.

Learn more about Culture Helps Solidarity This project is coordinated by the Ukrainian Cultural Foundation from Ukraine in partnership with Cultural Vistas GmbH from Germany, also aiming to help Ukrainians to access culture and cultural heritage.

Learn more about Cultural Horizons UkrAinian cultural eXchange with European Union ‘ UAxEU ’ coordinated by the European League of Institutes of the Arts vereniging from the Netherlands in partnership with three Ukrainian partners – the Lviv National Academy of the Arts , the Coalition of Culture Actors , the Ukrainian Museum Association .

The project will be supported by the State Agency of Ukraine for Arts and Art Education as an associated partner and two EU partners, the HKU University of the Arts Utrecht and Culture Action Europe. The project aims preparing the post-war recovery of Ukraine’s cultural and creative sectors.

The call supports Ukrainian cultural and creative organisations, professionals and artists tackle the ongoing and future consequences of the war, in cooperation with organisations from other Creative Europe countries. The call also supports heritage preservation and artistic performance both inside and outside Ukraine, as well as facilitate access to culture.
