Crisis Bill Assistance Program Guidelines The Crisis Bill Assistance program provides temporary bill assistance to qualified customers who meet our program income eligibility requirements and have experienced at least one of the following: A loss or reduction of income An unexpected major expense that causes a lack of resources A medical condition that endangers health or safety Number of people in the home Max monthly gross household income* Guidelines effective July 1, 2026.

*Monthly gross household income is defined by the total household income, before taxes. This includes all money and non-cash benefits available for living expenses from all sources, both taxable and nontaxable, before deductions, including expenses, for all people who live in your home.

Find Solutions Through Local Support Agencies Local community agencies provide our customers with emergency funds for a wide range of needs, from utility deposits to appliance repair costs. Wildfire is a nonprofit that coordinates with community action agencies across the state to provide qualified customers with assistance to pay their energy bill. Maricopa County Human Services The Maricopa Human Services Department offers financial assistance to help Maricopa County residents pay their energy bill. This regional nonprofit organization provides financial assistance to qualified customers to help pay their energy bill.

Explore Other Assistance Programs Other APS and governmental programs are available to help you find the right short- or long-term assistance for your needs. Energy Support Program & Energy Support with Medical Program Low-income households may qualify for up to 25% or 60% off their monthly energy bills.

If you have a life-threatening illness or use critical medical equipment requiring electricity, you may also qualify for a discount up to 35% or 60% through our Energy Support with Medical program. Low-Income Housing Energy Assistance Program (LIHEAP) LIHEAP works with Community Action Programs (CAPs) and other local providers to make energy costs more affordable if you are struggling to pay your bills.

If you need a little more time to pay your bills, Payment Arrangements give you flexibility to get caught up. Your outstanding balance can be distributed over up to 12 months. In times of crisis, you may qualify for up to $500 in energy bill assistance through our partnership with the Salvation Army’s Project SHARE program.

You can also donate to the program to help someone else in need for as little as $1 per month.
